“The organization received a determination letter from the internal revenue service ("irs") to be treated as a tax-exempt entity pursuant to section 501(c)(3) of the internal revenue code and did not have any unrelated business income for the year ended december 31, 2016. Due to its tax-exempt status, the organization is not subject to income taxes. The organization is required to file and does file tax returns with the irs and other taxing authorities. Management has determined that the organization does not have any uncertain tax positions for any open tax returns. While no income tax returns are currently being examined by the irs, tax years since 2012 remain open.”

“Investments consist of donor-restricted endowment funds and board designated endowment funds. The organization has interpreted the maryland uniform prudent management of institutional funds act ("upmifa") as requiring the preservation of the fair value of the original gift as of the gift date of the donor restricted endowment funds absent explicit donor stipulations to the contrary. As a result of this interpretation, the organization classifies as permanently restricted net assets (a) the original value of gifts donated to the permanent endowment, (b) the original value of subsequent gifts to the permanent endowment and (c) accumulations to the permanent endowment made in accordance with the direction of the applicable donor gift instrument at the time the accumulation is added to the fund. The remaining portion of the donor-restricted endowment fund that is not classified in permanently restricted net assets is classified as temporarily restricted net assets until those amounts are appropriated for expenditures by the organization in a manner consistent with the standard of prudence as prescribed by upmifa. In accordance with upmifa, the organization considers the duration and preservation of the fund; the purposes of the organization and donor-restricted endowment fund; general economic conditions; the possible effect of inflation and deflation; the expected total return from income and the appreciation of investments; other resources of the organization; and the investment policies of the organization.”
