Mission and Program Overview

Mission

To build safe and affordable housing and make critical home repairs for lower income residents of Hancock County. A ReStore is also operated to assist in funding the the mission. During 2021 started a Financial Opportunity Center to provide clients with financial coaching and counseling.

The main activities of the organization are to provide safe and affordable housing to families, to make critical home repairs so families can remain in their home in a safe environment, to offer financial coaching and counseling to families to improve their personal finances in order to achieve their goals. To assist in funding these activities the organization operates a restore to sell used household and construction items.

Governance Explanations

Form 990, Part VI, Section A

The Board of Directors has delegated to the Executive Committee the power to execute the authority of the Board as such times the Board is not in session. The Executive Committee meets monthly, and the full Board meets every other month.

Form 990, Part VI, Section B, Line 11B

Form 990 is prepared by a contract individual who also performs the accounting functions and financial reports for the organization. The information in Form 990 is based on spreadsheets from data downloaded from current year transactions from QuickBooks. Form 990 is reviewed and approved by the Finance Committee and Executive Committee. The full Board is informed of the final document and may request to review it.

Form 990, Part VI, Section B, Line 12C

Potential conflicts of interest are brought to the attention of the Board President by any board or staff member who may suspect a conflict of interest within the organization. In April of each year board and key staff are updated on what constitutes a conflict of interest and sign a statement indicating thy have read and understand the policy. In addition, the policy is reviewed with new board members at an orientation meeting they each must attend.

Projects consist of interior and exterior repairs intended to alleviate critical health, life and safety issues or code violations. This program allows families to stay in their home and avoid the uncertainty, trauma, expense of moving or the potential to lose their home due to disrepair. Homeowners will pay based on their income and that is the revenue that is reported in 2024. The Organization has certain expenses that would create a burden to allocate to each functional area on a monthly basis. Occupancy costs, information technology, office related expenses, and other costs are grouped together and those are allocated in compliance with the Generally Accepted Accounting Principles (GAAP) across the Programs including Management and General and Fundraising categories. In addition, some staff members have responsibilities that cross functional areas. To allocate the payroll related expenses of these individuals and estimate is make of the time spent per year in each functional area and costs are allocated on the basis.

The Organization services an escrow account for homeowners by receiving escrow payments and making disbursements for property taxes and homeowners insurance on behalf of homeowners.

The Organization has been approved under IRS code section 501(c)(3) as a non-profit organization exempt from federal income taxes on its normal activities. The organization has adopted FASB ASC 740 to account for uncertainty in income taxes. The organization files exempt organization tax returns in the US Federals Jurisdiction and the State of Ohio. As of December 31, 2024 there are no unrecognized tax benefits or uncertain income tax positions taken. The organization's returns for the prior three fiscal years remain subject to examination by the IRS.

IRS990/Desc0(Code: 531390) Home Ownership (Building Program) - This program provides families in need of a decent place to live with safe and affordable housing in partnership with the organization. Habitat houses are modestly sized and large enough for the homeowner's needs but small enough to keep construction and maintenance costs affordable to the family. Each family provides a set number of Sweat Equity Hours during the construction process along with community volunteers and employing efficient building methods and keeping the house sized correctly keeping construction cost as low as possible which in turn makes its houses affordable to low-income families to purchase through no profit loans. Affordable homeownership helps create conditions that free households of instability, stress and fear and encourage self-reliance and confidence. During 2024 the organization provided new housing for 4 families.
