Mission

To provide information to consumers and utility ratepayers and represent ratepayer interests before regulatory bodies in administrative as well as judicial proceedings. Ucan intervenes in utility cases before the california public utilities commission, advocates policy initiatives, educates, and guards against corporate abuses.

This experience allows us to participate in legal proceedings, conduct discovery, cross examine utility witnesses, file briefs and submit comments to proposed regulatory decisions advocating for strong utility ratepayer protections for residential and small business utility customers.

These issues include utility shut-offs, burdensome utility practices, billing and service disputes. UCAN mediates with consumers and their utility providers to restore services and negotiate billing and service disagreements. UCAN educates consumers on proper ways to dispute service issues and avoid disconnection of services. UCAN assists consumers to find appropriate utility providers and learn about ways to lower bills. UCAN maintains a detailed website with information about utility issues which has an interactive Request for Assistance form.

Privacy Rights Clearinghouse conducts extensive research and policy analysis in addition to participating in regulatory proceedings and distributes numerous consumer publications on privacy issues by other consumer organizations, industry groups and policy makers. It also has an extensive outreach component and consumer hotline services. Note: In March 2014 the Privacy Rights Clearinghouse (PRC) spun off from UCAN to become its own 501 (c)(3) nonprofit corporation. IRS990ScheduleC/SupplementalInformationDetail/ExplanationTxt0UCAN advocates for ratepayers on water issues with the City of San Diego regarding the cost of service and to adopt a program to help low-income water ratepayers. UCAN personnel presented before the San Diego City Council Environment Committee, met with Council members and the Mayors' staff, held conference calls with other non-profits and with the San Diego Public Utilities Department. At the end of 2014 UCAN sent out a membership renewal and fundraising letter. Among the many topics was a brief description of our efforts to help San Diego water ratepayers. Periodically throughout our 2014 fiscal year UCAN also sent out email newsletters to our members which contained brief descriptions of our activities, including trying to help San Diego water ratepayers. For the 2014 fiscal year UCAN did not record any direct expenses for lobbying the City of San Diego on water issues in our financial documents. UCAN also did not capture the number of hours invested by UCAN personnel. However, the cost and the amount of time spent was minimal as compared to our other activities. UCAN also participated in regulatory proceedings at the California Public Utilities Commission challenging utility filings, engaging in litigation, participating in rulemakings and discussing issues with Administrative Law Judges, Commissioners and their staff. The costs for these activities are noted as "Litigation (Regulatory Advocacy)" in this 990. UCAN does not believe that these activities should be considered lobbying but they are listed here in an abundance of caution.
