The council's primary goal is to improve business conditions in the health care field by making health care and health insurance more affordable, and thus more accessible, to all oregonians. To achieve this goal, the council created four work groups focusing on reforming different aspects of the health care delivery system: 1)the payment and reimbursement reform work group; 2)the value-based benefits work group; 3)the evidence-based best practices work group; and 4)the administrative simplification work group.

The council's primary goal is to improve business conditions in the health care field by making both health care and health insurance more affordable, and thus more accessible, to all oregonians. To achieve this goal, the council creates work groups focusing on reforming different aspects of the health care delivery system.
The council was created by oregon's major insurers and hospitals to identify ways to lower rapidly growing medical costs and the costs of health insurance in order to improve business conditions in the health care field by making both health care and health insurance more affordable, and thus more accessible, to all oregonians.
