“The members elect the members of the governing body. The members approve significant decisions of the governing body. All members in any employment within the jurisdiction of the Union are eligible to vote in at large elections for officers and stewards in their unit. The members elect the following officers in at large elections: President, Vice President, Financial Secretary-Treasurer, Business Agent, Recording Secretary, Trustees, and Sergeant-at-Arms. In addition, there are Executive Board members who represent units of the Union based on population in that unit. The members of that unit elect those individuals. Stewards are elected in each unit in a similar fashion when a new contract is ratified or when there is a vacancy. The President, Vice President, Financial Secretary-Treasurer, Business Agent, Recording Secretary, and the Sergeant-at-Arms along with the three Trustees and other officers representing each bargaining unit constitute the USAWRI Executive Board.”

“Any person in employment within the jurisdiction of the Union is eligible for membership.”

“All members are eligible to vote in at large elections for officers and stewards in their unit. The results of collective bargaining negotiations shall be subject to ratification by members directly affected. All funds appropriated by the Executive Board to defray the necessary expenses of the Union shall be subject to the approval of the membership. The membership approve the compensation of any officer and employee. Members elect the representatives of their unit to the negotiation committee that affects the conditions of employment. A majority vote by secret ballot of the members in good standing shall decide the issue of an increase in the rate of dues, initiation fees, or the levying of any general assessment. A vote of the general membership present shall be required to overrule the decision of the Executive Board. The Constitution and Bylaws of the Union may be amended by a two-thirds (2/3) vote at a regular meeting of the Union provided the amendment to be voted on has been presented in writing at least once at a regular meeting before the regular meeting at which action is taken. All Standing Rules, unlike changes to the Constitution and Bylaws, may be overridden by a 2/3 vote at any meeting as long as the changes are posted in all bargaining units as agenda items for the upcoming meeting.”

“No committees were created that had the authority to act on behalf of the governing body.”

“All Executive Board members and officers were emailed a copy of the 2025 Form 990 with Schedules C, D, J, and O. All members can view the hard copy or have it sent by mail or email upon request.”

“The governing documents, including the USAWRI Constitution and Bylaws. Standing Rules, unit contracts, conflict of interest policy, and all financial statements are made available by providing copies upon request and by inspection at the office of the organization upon request. The USAWRI Constitution and Bylaws, Standing Rules, unit contracts and conflict of interest policy may be available on the Union website. Upon request, the general public may view the Constitution and Bylaws and the Standing Rules of the Union at the office of the organization.”
