Mission and Program Overview

Mission

To fight animal cruelty, help animals in need and advocate for their well-being.

For more than 129 years, the capital area humane society has been sheltering homeless animals, fighting animal cruelty and neglect and offering programs to address the needs of animals in our community. Programs include investigating reports of animal cruelty and neglect in franklin county, ohio and providing services for pets and people including animal adoption, dog training, emergency sheltering for the pets of victims of domestic violence, and humane education. More than 90 percent of our funding is provided by donation and fees for services. We are not a government agency and we do not receive operating support from national organizations. The capital area humane society relies on the support of private donors and volunteers to make our work possible.

The cahs board includes the husband and wife team (steven and barbara shepard). In addition, we have business relationships with pnc bank and huntington insurance. Pete dunlap is with huntington insurance and steve shepard works with pnc. On banking and insurance matters, mr. Dunlap and mr. Shepard abstain from voting.

The capital area humane society has members, as defined in our bylaws. These voting members pay annual dues to the humane society and those eligible may vote at the humane society's annual meeting on the election of members to the board of trustees (our governing body). The capital area humane society requires board members and employees to sign a statement affirming that they have received a copy of its conflict of interest policy, have read and understand the policy, agree to comply with the policy and fully understand that the humane society is charitable and organization with a 501(c)3 status. The conflict of interest policy is regularly enforced at meetings. Board members that have any conflicts regarding a subject matter will be asked to refrain from stating opinions and voting. Abstentions will be noted in the meeting minutes.

Form 990, Part VI, Section B, Line 15A

Effective july 2012, the chief operating officer was appointed by the board as the executive director for an annual salary of $85,000. General hiring policies include defining a job description, posting the job internally and externally via the web site. Candidates are reviewed based on qualifications. If they meet the duties defined in the job description, an interview will be conducted with members of management. In the event that it is a newly created position, management will seek approval from the board to post and, or recruit for the position. Cahs has relationships with numerous animal care facilities as well as knowledge from its board members to review compensation levels, and it participates in an annual survey with the society of animal welfare administrators.

PART X, LINE 2:

Accounting principles generally accepted in the united states of america require management to evaluate tax positions taken by the society and recognize a tax liability if the society has taken an uncertain position that more likely than not would not be sustained upon examination by various federal and state taxing authorities. Management has analyzed the tax positions taken by the society, and has concluded that as of june 30, 2014 and 2013, there are no uncertain positions taken or expected to be taken that would require recognition of a liability or disclosure in the accompanying financial statements. The society is generally exempt from income taxes. However, the society is required to file federal form 990 - return of organization exempt from income tax which is an informational return only. The society is subject to routine audits by taxing jurisdictions. However, as of the date the financial statements were available to be issued, there were no audits for any tax periods in progress.

Part V, Line 4

A fixed percentage of the value of our permanent endowments (held in trust by a bank for the benefit of our organization only) supports the organization's animal adoptions and cruelty investigations programs. The board designated and quasi-endowment funds are currently held in reserve to support operations if necessary.
