FORM 990 - ORGANIZATION'S MISSION

Tar river land conservancy preserves the natural and cultural resources of the tar river basin and surrounding areas by working in partnership with private landowners, public agencies and others to protect rural land, riparian corridors and ensure clean water.

Form 990

Tar river land conservancy conveyed three (3) conservation easements, having a total appraised value of 969,000, to the north carolina clean water management trust fund concurrent with the purchase of the tracts in fee simple. The conservation easements were not pre-existing; they were conveyed as a part of the purchase transaction.

Form 990, Page 2, Part III, Line 4D

4) acquired fee simple title to 148 acres in warren county, which lands provide a buffer for fishing creek. 5) received by donation the fee simple title to 146.56 acres in franklin county, which lands provide buffers for unnamed tributaries of cedar creek. Trlc received a conservation easement on the 146.56 acres on december 27, 2013. In order to avoid a "merger of title" when the fee simple title interest was conveyed to trlc, trlc conveyed the conservation easement to the conservation trust for north carolina. 6) spent significant time and resources on a land protection project of over 1,000 acres located in granville county, which lands will provide a buffer for falls lake and its tributaries. 7) worked to construct hiking trails at the ledge creek conservation area, and engaged local volunteers, and the youth conservation corps, as a part of the process. 8) hosted two well-attended educational hikes, including our annual field day. The events were held on preserved properties in granville and franklin counties. 9) monitored 88 conservation easements held by trlc. 10) monitored 40 conservation easements held by the state of nc. 11) monitored 32 tracts owned outright by trlc. 12) submitted an application for re-accreditation to the land trust accreditation commission. 13) drafted a new reserved rights policy, updated record keeping, and prepared land management plans as a part of the re-accreditation process. 14) awarded the north carolina forest service - forest stewardship partnership award for trlc's work with landowners in support of the forest stewardship program.

Conservation easement enforcement policy was adopted in 2011 by the board of directors.

Schedule D, Page 1, Part II, Line 9

Conservation easements are not reported as interests in land in the revenue and expense statement. The income rerceived from grants and other donations for the acquisitiion of easements are reported and the expenses related to the acquisition of easements are reported as expenses. Easements are listed as an item on the balance sheet. Tar river land conservancy acquires conservation easements through a number of ways. Easements are sometimes donated, giving the donors opportunity for income tax and estate tax benefits. When available financial resources are present, trlc may purchase the easement from a landowner. This practice is generally referred to as purchasing development rights or "pdr". No value is recorded for these pdrs. If these pdrs are transferred, the transaction is at fair value. Trlc currently holds 88 conservation easements.

The organization's endowment funds are used for the stewardship and legal defense of conservation easements held by the organization and for the stewardship and legal defense of fee properties owned by the organization.

Trlc does not believe there are any unrecognized tax benefits or costs as of september 30, 2018. Income tax returns from 2015 through 2018 are open to examination by tax authorities.

Schedule D, Page 4, Part XIII

Tar river land conservancy received a conservation easement on a 146.56 acre property in franklin county on december 27, 2013. Trlc assigned this conservation easement to the conservation trust for north carolina, an accredited land trust, prior to receiving, by donation, the fee simple title to the 146.56 acres on december 29, 2017. The assignment of the consevation easement was made to avoid a "merger of title" when trlc received fee simple title.
