Governance Explanations

Form 990, Part VI, Section B, Line 11B

Once the accountant has completed a draft form 990 it is forwarded to the executive driectors for review and distribution to the board members. Any and all questions are asked and answered with adjustments if required. Once approved the accountant is notified that the return is ready to be submitted.

Form 990, Part VI, Section B, Line 12C

Board memebers revisit the conflict of interest policy and sign off on the agreement each august at the first board meeting of the year. They are to notify the executive director immediately of any situation that causes them to be out of compliance with the policy.

An evaluation document is used for all employees. The executive director reviews and approves the evaluation of the secretary/assistant. The executive director and campus principals approve the evaluation of the college advisors, and the board of directors select the president of the board and one other board member to evaluate the executive director with recommendations to the entire board for approval.

Endowment funds are held by community foundation of abilene (cfa), an unrelated organization. The individual endowments were extablished by various donors with the principal being permamently restricted or aef board approved quasi-restricted funds for various programs. Each endowment is managed by cfa, following the requirements of that particular fund and cfa annual distributes earning from the funds to be used for the designated scholarship or award as directed by the requirements of endowments at establishment.

IRS990/Desc0AEF COOL Program (College Opportunities for Life) - The Abilene COOL Program began in 2007 and provides four counselors (added two counselors in July 2012), two on each Abilene ISD high school campus to identify students that need assistance regarding the college application process. In addition to assisting students in the completion of college applications, the COOL program organizes field trips to college campuses and helps students to find scholarships and funds for college. They also provide educational workshops for elementary, middle and high school students about the benefits and pathways to college. For the year ended July 31 2020 and 2019, the program received contributions of $761,5391 and $84,657, and incurred expenses of $309,806 and $324.587 respectively. NEXTUniversity a part of the COOL program is a career development program that empowers students to transition from high school into the local workforce through higher education and training. It focuses primarily on students who decide to pursue careers like welding, electrical, nursing, and aircraft maintenance. NEXTUniversity assist students while they are still in high school through dual credit coursework and after schooll shile pursuing higher education, from certificate programs to associate degrees. These STAR (Supporting Teachers with Academic Resources) grants are provided to teachers after submission of grant request to fund school educational projects. 94 awards were provided to teachers during September 2020 tp fund the educational projects of the school year for a total of $80,028. The Judy Dudley GIFT (Giving to First-Time Teachers) grants ae awarded to AISD employees who are teaching for the first time (new to the profession). Grant funds are for additional classroom materials to enhance those provided by the school district. 55 Gift grants were awarded during August 2020 total of $8,250

IRS990/ProgSrvcAccomActy3Grp/Desc0Teachers in the Limelight (TLC) - TLC honors the dedicated work of teachers in Abilene ISD with campus recognition, a formal dinner, and a monetary award. A TLC teacher possesses integrity and a love for teaching that spills into the classroom. With the donation of 3,000 shares of Exxon Mobile stock from Mr. Edwin Jennings, Jr., in 2012, a permanent endowment held at Community Foundation of Abilene was established to honor teachers making a difference in the lives of students in Abilene ISD with an "Edwin and Agness Jennings Teaching Excellence Award" in memory of his parents. This endowment will allow AEF to continue these awards yearly for generations to come, as part of TLC (Teachers in the Limelight Celebration). Mr. Jennings, due to his passion for teaching math and science, also wished to honor a secondary math and a secondary science teacher with an "Edwin and Agnes Jennings Teaching Excellence Award". Nominations for these awards are made by students, parents, colleagues, and community members, as well as school administrations. Me. Jennings, Jr.'s parents, Edwin and Agnes Jennings, were active and well-regarded members of the Abilene community. In addition to campus awards, math and science, finalists, there are four main Teaching Excellence Awards: Outstanding Elementary Teacher, Outstanding Secondary Teachers, Outstanding Math Teacher, and Outstanding Science Teacher. Advanced Placement studio art students and art history students at both high schools participated in the 2020 exhibit being judged by a professional artist, resulting in 8 scholarships being awarded for a total of $5,000.

The monies raised for the program are used to fund an endowment where earnings are awarded to seniors in AISD in the form of college scholarships. The amount of the scholarships varies depending on the donations and earnings from investments. These scholarship funds are generated by the alumni of the two high schools in the district. Funds are held by the community Foundations of Abilene for investment and remain there as a permanent (asset) endowment for future scholarships. Alumni scholarship funds in the AEF Endowment Program are designated between the two high schools; they consist of permanently restricted donations and as well as board restricted funds. AEF collects all donations, writes all acknowledgements, and administers all scholarships following the guidelines established for past AEF scholarships. Donated funds added to the program will be shared equally by both unless restricted by the donor. Four scholarships were awarded in 2019-20.

This fund, which was established by Dr. Bracken and Mrs. Joana Kolle from a restricted donation of $50,000, honors his legacy at Abilene High by awarding a deserving college-bound Abilene High School senior with a scholarship. The scholarship funds are held by the Community Foundation of Abilene for investment and remains there as a permanent (asset) endowment for future scholarships. AEF collects all donations, writes all acknowledgements, and administers all scholarships. A $2,700 scholarship was awarded in 2019-2020.
IRS990/ProgSrvcAccomActyOtherGrp/Desc5Abilene Education Foundations (AEF) offers fiscal sponsorships services (pass-through programs) for projects that charities, community groups, or individuals (without an IRS determination letter) who wish to fund a specific, limited duration project that are clearly charitable in nature, provide public benefit to Abilene Independent School District students and teachers, as well as the local community and further the goals of AEF. AEF requires an application for fiscal sponsorship services and the application is reviewed/denied/approved by the fiscal sponsorship committee (includes the executive committee) and can be taken for further review to the entire board of directors if the committee feels it is needed. AEF also charges a sliding scale fee based on fund balance and administrative and accounting serivces required.
