Governance Explanations

Form 990, Page 6, Part VI, Line 11B

The return is prepared by the outside accountants and reviewed by the audit committee members. The full board of trustees reviewed and approved the final form 990 prior to it being filed with the irs.

Form 990, Page 6, Part VI, Line 12C

Cfi monitors conflicts of interest by having board members and senior staff fill out a conflict of interest disclosure form at the beginning of each calendar year. Potential conflicts of interest are disclosed by members and are discussed by the full board of trustees at the next meeting following disclosure. The organization maintains a conflict of interest policy for all employees. In complying with the conflict of interest policy, draft contracts between a member of the board of trustees and cfi are reviewed by the full board of trustees prior to approval. Staff and the member with whom cfi proposes to do business with are excluded from the review and voting process.

Form 990, Page 6, Part VI, Line 15A

Cfi has a two-member annual review and compensation board committee which makes recommendations regarding the executive directors compensation to the full board for final approval. Neither the executive director nor staff are present for the board's deliberations on the recommendations. The last compensation and performance review was conducted in june 2016

Form 990, Page 6, Part VI, Line 19

The organization reviews requests by the public for its governing documents and conflict of interest policy on a case-by-case basis. The audited financial statements are available upon request and are also available via its website and the bbb wise giving alliance website.

IRS990ScheduleA/FactsAndCircumstancesTestTxt0THE CAMPAIGN FINANCE INSTITUTE QUALIFIES AS A PUBLIC CHARITY UNDER THE "FACTS AND CIRCUMSTANCES" TEST OF 1.17A-9(F)(3) OF THE TREASURY REGULATIONS, BASED UPON THE FOLLOWING: ITS SUPPORT, REPORTED FOR 2015 AT 32.64%, THEREBY MEETS THE REQUIREMENT OF THE 1.70A-9(F)(3)(I). THE CAMPAIGN FINANCE INSTITUTE IS ORGANIZED AND OPERATED SO AS TO ATTRACT NEW AND ADDITIONAL FUNDING ON A CONTINUOUS BASIS, THEREBY MEETING THE REQUIREMENT OF 1.70A-9(F)(3)(II). THE CAMPAIGN FINANCE INSTITUTE HAS UNDERTAKEN SIGNIFICANT EFFORTS TO ATTRACT NEW AND ADDITIONAL PUBLIC SUPPORT, IN LIGHT OF THE VALUE OF THE INSTITUTE'S WORK TO THE COMMUNITY. A NUMBER OF PRIVATE FOUNDATIONS HAVE PROVIDED THE INSTITUTE WITH RECENT SUPPORT, NOT ONLY TO HELP THE ORGANIZATION CONTINUE ITS WORK BUT ALSO TO BEGIN A NEW DEVELOPMENT EFFORT TO BROADEN THE INSTITUTE'S BASE OF SUPPORT. THE CAMPAIGN FINANCE INSTITUTE'S PUBLIC SUPPORT, AT 32.64% IS WELL ABOVE THE MINIMUM REQUIRED FOR THE "FACTS AND CIRCUMSTANCES" TEST, THEREBY MEETING THE REQUIREMENT OF 1.17A-9(F)(3)(III). IN MEETING THE REQUIREMENT OF 1.70A-9(F)(3)(I), THE INSTITUTE HAS RECEIVED SUPPORT FROM A NUMBER OF PERSONS, RATHER THAN RECEIVING ALL OR MOST OF ITS SUPPORT FROM THE MEMBERS OF A SINGLE FAMILY OR FROM A SINGLE DONOR. IN FACT, THE INSTITUTE HAS RECEIVED FINANCIAL SUPPORT FROM MANY INDIVIDUAL DONORS, IN ADDITION TO GRANTS RECEIVED FROM A NUMBER OF DIFFERENT FOUNDATIONS. THE CAMPAIGN FINANCE INSTITUTE'S CURRENT FUNDRAISING PLANS ARE TARGETED AT A BROAD BASE OF DONORS. IN THIS RESPECT, THE INSTITUTE MEETS THE REQUIREMENT OF 1.17A-9(F)(3)(III)(B). THE CAMPAIGN FINANCE INSTITUTE REMAINS A NON-PARTISAN, EDUCATIONAL 501(C) (3) ORGANIZATION THAT RESEARCHES AND DOCUMENTS CAMPAIGN FINANCE ISSUES AND EDUCATES THE PUBLIC ABOUT CAMPAIGN FINANCE POLICIES AND CHOICES.
