The conflict of interest policy states that board members and officers have a duty to govern honestly and economically. All potential conflicts of interest must be disclosed to the board of directors and the board will determine if a conflict exists and appropriate procedures to mitigate the situation, such as alternative transactions and participation and voting restrictions. Financial Statement Notes

PART X, LINE 2:

Accounting principles generally accepted in the united states of america require management to evaluate tax positions taken by the system and recognize a tax liability if the system has taken an uncertain position that more likely than not would not be sustained upon examination by the internal revenue service or other applicable tax authorities. Management has anaylzed the tax positions taken by the system and has concluded that as of december 31, 2013 and 2012, there are no uncertain positions taken or expected to be taken that would require recognition of a liability or disclosure in the financial statements. The system is subject to routine audits by taxing jurisdictions; however there are currenlty no audits for any tax periods in progress. Management believes that it is no longer subject to income tax examinations for years prior to fiscal year 2010.
