Mission

The dave thomas foundation for adoption is a national nonprofit public charity dedicated exclusively to finding permanent homes for more than 130,000 children waiting in north america's foster care systems. Created by wendy's founder dave thomas, who was adopted, the foundation implements evidence-based, results-driven national service programs, foster care adoption awareness campaigns and innovative grantmaking initiatives, and offers free resources to organizations and prospective parents.

The dave thomas foundation for adoption will dramatically increase the number of adoptions of waiting children from north america's foster care systems.

Upon their review a final draft of form 990 was sent via email to the board for their review prior to filing with the irs. They were asked to submit any questions/concerns to foundation management within 3 business days.

Each board member, staff and key volunteers shall annually complete a disclosure form identifying any relationships, positions or circumstances in which they believe could contribute to a conflict of interest arising. Any potential conflict of interest shall be treated as confidential and shall generally be made available only to the board chair, the president & ceo, and any committee appointed to address the situation.

The executive committee of the board of trustees is responsible for establishing compensation for the foundation's ceo; the full board is responsible for approval. On an annual basis, the executive committee establishes the compensation of the president & ceo based upon prior year performance and data comparing similar organizations, region of the country and budget capacity. The executive committee and full board of trustees reviews and approves the annual budget that includes budgeted increases for the remainder of the staff. The president & ceo then determines, within the parameters set by the board, what the individual salaries of the staff will be, including increased compensation based on cost of living, merit, and/or position amendments.

Part V, Line 4

The foundation's quasi-endowment was established in 2017 and consists of various investment funds established primarily for support of the organization's mission. Its endowment represents board-designated endowment funds. As required by accounting principles generally accepted in the united states of america, net assets associated with endowment funds, including funds designated by the board to function as endowments, are classified and reported based on the existence or absence of donor-imposed restrictions. The foundation manages its endowment funds in accordance with uniform prudent management of institutional funds act (upmifa). Upmifa permits a nonprofit organization to appropriate investment income and appreciation on endowment funds for operations in absence of donor restrictions. Annual distributions will be spent in accordance with the endowment's spending policy. The foundation's spending policy permits withdrawals not to exceed 3% of the average market value of the fund's assets for the 12 consecutive calendar quarters ending december 31 of the year preceding the current fiscal year. The distribution of income remains at the discretion of the executive board within the direction of the budget process. In addition, the foundation's policy is intended to outline a philosophy and attitude which will guide the investment management of the assets toward the desired results. It is intended to be sufficiently specific to be meaningful, yet flexible enough to be practical.
