The executive committee consists of the officers of the board. The executive committee manages the affairs of the association between regular and special meetings of the board

Atpo uses the center for organizational management (cfom), a management company, to perform the day to day management tasks. Cfom is reponsible for all aspects of the daily responsibitilites for atpo. Cfom staff prepares financial statements, works with the atpo board of directors and completes all administrative duties. Cfom's work is overseen and approved by the atpo board of directors.

Atpo's classes of members are regular members, associate members, student members, fellow members, retired members, joint regular members, military members, and group members.

Form 990, Part VI, Section A, Line 7A

The president or president elect of the joint commission on allied health personnel in ophthalmology (jcahpo) is a voting member of atpo's board of directors. The remaining voting members are elected by members of the organization.

Form 990, Part VI, Section A, Line 7B

All amendments to these bylaws shall be approved by three-fourths or more of the voting board members prior to submitting such amendments to the membership for ratification. Amendments shall be voted upon in either of the following three ways: (a) by mail vote, provided that at least thirty days are given to return the ballot; (b) by electronic mail vote, provided that at least thirty (30) days are given to return the ballot; and (c) at any regular or special meeting of the membership, provided that a thirty-day notice has been given that such action will be taken. At least two-thirds of those members present and voting shall be required to amend these bylaws.

The association has a standard policy prohibiting certain credentials from participating in projects for conflict of interest. All volunteers must annually sign and disclose conflicts of interest on a form. At meetings, all presenters must declare and disclose any conflict of interest at the start of the session. The policy requires that volunteers regularly disclose potential conflicts at the opening of meetings. All board and committee volunteers are covered under this policy. The executive committee determines if a conflict of interest exists. Individuals with a conflict of interest may not participate in the committee.

Financial Statement Notes

PART X, LINE 2:

Association of technical personnel in ophthalmology, inc. (atpo) has been granted exempt status relative to federal and minnesota corporate income taxes under section 501(c)(6) of the federal internal revenue code and applicable state codes; consequently, no provision has been made for income taxes. However, there are immaterial amounts of unrelated business income that are taxable atpo follows the provisions of the income tax standard regarding the recognition and measurement of uncertain tax positions. The application of these provisions has no impact on the atpo's financial statements. Atpo files information returns as a tax exempt organization. Should that status be challenged in the future, all years since inception could be subject to review by the irs. Atpo also files unrelated business income tax returns. These returns are subject to review and examination in the u.s. Federal, state, and local authorities.
