Governance Explanations

Form 990, Part VI, Section B, Line 11B

Form 990 is presented to the executive and finance committes at a special meeting prior to filing the return. A copy of the return is distributed to the board by e-mail.

Form 990, Part VI, Section B, Line 12C

Annually all board members and staff are required to complete a conflict of interest questionnaire. The questionnaire discloses whether they or family members have interests that give rise to a conflict of interest. Potential conflicts of interest are monitored at all meetings. Should a conflict arise, that individual does not participate in committee or board deliberations and decisions concerning that transaction/decision. The conflict of interest policy was revised by the compliance committee in a way that makes it easier for each board and staff member to understand how/when it is necessary to disclose their conflicts. Once all of the board and staff member disclosures have been made, both the president of the board and the executive director sign off on each document as a way to increase transparency. Detailed minutes are always kept to document board/staff activities. In addition, scholarship reviewers are asked to complete a recusal form related to certain conflicts.

In the current period there has been no change to the oversight or selection process for the independent accountant. During the current year, the board approved a policy that requires a request for proposal process for independent auditors every 5 years beginning in 2017.

Contributions held for others represents funds places on deposit with the organization by other 501(c)(3) organizations based on their individual board resolutions.

PART V, LINE 4:

Each endowment fund is set-up with a specific purpose in mind. As the endowment grows, a percentage of the average balance can be spent to meet the purpose of each fund. With 287 different endowment funds, we have many varied purposes. Endowment funds are ultimately utilized to help us meet our mission to connect people, resources, and causes to promote sustainable impact towards the betterment of grant county. We are able to do that by setting up funds that directly benefit grant county and setting up funds that help to meet local donors' charitable goals.

PART X, LINE 2:

The foundation is a not-for-profit corporation as described in section 501(c)(3) of the internal revenue code and is exempt from federal taxes on related income pursuant to section 501(a) of the code. Accounting principles generally accepted in the united states of america require management to evaluate tax positions taken by the foundation and recognize a tax liability if the foundation has taken an uncertain position that more likely than not would not be sustained upon examination by various federal and state taxing authorities. Management has analyzed the tax positions taken by the foundation, and has concluded that as of june 30, 2018, there are no uncertain positions taken or expected to be taken that would require recognition of a liability or disclosure in the accompanying financial statements. The foundation is subject to routine audits by taxing jurisdictions; however, there are currently no audits for any tax periods in progress. As such, the foundation is generally exempt from income taxes. However, the foundation is required to file federal form 990 return of organization exempt from income tax which is an informational return only. The foundation has filed its federal and state income tax returns for periods through june 30, 2017. These income tax returns are generally open to examination by the relevant taxing authorities for a period of three years from the later of the date the return was filed or its due date (including approved extensions).

IRS990/Desc0EDUCATION AND SCHOLARSHIP: EDUCATION AND ACCESS TO ATTAINING AN EDUCATION HAS ALWAYS BEEN IMPORTANT IN THE GRANT COUNTY COMMUNITY. OUR GOAL WITH SCHOLARSHIP AWARDS IS TO HELP AS MANY STUDENTS AS POSSIBLE ATTEND COLLEGE. EACH YEAR, WE CALCULATE THE AVERAGE COST OF PUBLIC SCHOOL TUITION/FEES/BOOKS AS A BENCHMARK FOR AWARD MAXIMUMS. WE HAVE BEEN DILIGENT IN OUR SCHOLARSHIP AWARD PROCESS TO OFFER AMOUNTS THAT WILL BE IMPACTFUL FOR THE STUDENT AND POTENTIALLY ELIMINATE THE POSSIBILITY OF STUDENT LOAN DEBT. WE RESEARCH WHAT WILL BE THE MOST IMPACTFUL FOR OUR SCHOLARSHIP RECIPIENTS AND GIVE THEM ACCESS TO THAT INFORMATION. GRANT COUNTY IS AND WILL BE A BETTER PLACE IF WE CAN GIVE OUR COMMUNITY ACCESS TO AN EDUCATION IN A WAY THAT ELIMINATES FINANCIAL DEBT.

ON A REGULAR BASIS WE BRING TOGETHER OTHER NONPROFITS TO SHARE WITH ONE ANOTHER WHAT THEY ARE DOING IN THE COMMUNITY AND BRIDGE THE GAP TO ALLOW FOR FURTHER COLLABORATIONS. WE CURRENTLY HAVE NEARLY 400 FUNDS IN WHICH DONORS CAN CHOOSE TO MAKE THEIR CHARITABLE DONATIONS. SINCE INCEPTION, WE HAVE GRANTED NEARLY $15 MILLION BACK INTO OUR COMMUNITY TO MAKE GRANT COUNTY A BETTER PLACE TO LIVE, WORK, PLAY, AND PRAY. THOUSANDS OF DONORS FROM ACROSS THE COUNTY, IN VARIED SOCIO-ECONOMIC SITUATIONS, HAVE CONTRIBUTED TO FUNDS AT THE COMMUNITY FOUNDATION TO SUPPORT PROJECTS OR PROGRAMS THAT CREATE A BETTER QUALITY OF LIFE FOR ALL WHO LIVE HERE .

OUR LOCAL AGENCIES PROVIDE NECESSARY SERVICES TO THOUSANDS OF PEOPLE IN GRANT COUNTY, AND WITHOUT US, IT WOULD BE DIFFICULT TO HELP SO MANY FULLY ACHIEVE THEIR ORGANIZATIONAL MISSIONS. OVER THIS PAST YEAR, WE HAVE GRANTED TO OVER SEVEN HEALTH AND HUMAN SERVICE ORGANIZATIONS.
