Changes were made to the governing documents that defined the acceptable means of communicating board matters. Changes were also made to the governing documents that would expand the board of directors' ability to approve and implement additional policies related to the loan approval process, internal controls and employment of certain independent contractors. All changes were implemented to ensure that the organization conforms to small business administration guidelines.

Financial Statement Notes

PART X, LINE 2:

Hcdc has qualified to be exempt from federal taxation as a nonprofit corporation under internal revenue code section 501(c)(4). Hcdc is not classified as a private foundation under the internal revenue code. Charitable contributions to hcdc do not qualify for deduction under the internal revenue code. Hcdc is also tax exempt for state purposes. The organizations' policy with regards to interest and penalties is to recognize interest through interest expense and penalties through other expense. In evaluating the organizations' tax provision and tax exempt status, interpretations and tax planning strategies were considered. The organizations believe their estimates are appropriate based on the current facts and circumstances.
