The uptown whittier improvement association (uwia) was established on december 18, 2017. Governance Explanations

Form 990, Part VI, Section A, line 1A

The Board of Directors delegates the power of authority to the Executive Committee in accordance with the bylaws. The Executive Committee then has the authority to carry out governance as outlined in the bylaws.

Form 990, Part VI, Section A, line 3

UWIA has an agreement with Superior Management & Realty Services to provide District Manager Services for the UWIA. Superior Management & Realty Services is responsible for carrying out the ongoing administrative and operating duties of the UWIA under the direction of the Board of Directors. Superior Management & Realty Services' responsibilities include: assigning and directing contract service providers; organizing and arranging the administrative and supervisory staff as best serves the UWIA; preparing and submitting budget, financial, and other documentation; suggesting regulations, rules and procedures deemed necessary for best operations of the UWIA; and, in general, performing all duties incident to the office of the District Manager and such other duties as may be prescribed by the Board. Hans Fritz served as district manager in 2023 until April 2024 when Superior Management & Realty Services took over. The amount paid for the 2024 fiscal year is $70,906.

The organization updated its bylaws to set the number of board seats at 13 and to address the committee member appointment process and the selection of chairs and vice chairs.

IRS990/Desc0The Sidewalk Operations program maintains the cleanliness, safety, and visual appeal of Uptown Whittier's public spaces to support economic activity and community pride. During this reporting period, UWIA coordinated a district-wide power washing campaign that cleaned all sidewalks, building facades, and awnings, improving sanitation and curb appeal at no cost to property owners or tenants. UWIA also refurbished all district trash cans to enhance aesthetics and reduce litter. In response to community needs, the Association transitioned from using hospitality ambassadors to private security guards, increasing visible safety presence and deterrence of unwanted activity. The long-term goal of this program is to ensure Uptown Whittier remains clean, secure, and accessible to residents, visitors, and businesses alike.

IRS990/MissionDesc0The Uptown Whittier Improvement Association (UWIA) was established on December 18, 2017. UWIA is a public benefit corporation whose primary function is to administer the Uptown Whittier Community Benefit District (CBD). UWIA's mission is to, within a defined district, fund solutions to safety, homelessness, and vacancy problems, improve cleanliness, improve certain streetscape aspects, enhance the brand/image of Uptown Whittier, manage events, create a strong social media presence, facilitate public relations for Uptown businesses, and provide parking services and other warranted activities.

In this reporting period, UWIA launched two seasonal campaigns, Santa's Village and an Easter Bunny Event, which featured immersive decor, photo opportunities, live activations, and family-friendly programming. These drew thousands of visitors and significantly boosted foot traffic in the district. UWIA also implemented a crisis communications plan in response to local disruptions, ensuring consistent, transparent messaging that protected the reputation of local businesses and the district as a whole. In addition, a local influencer campaign was executed to promote Uptown businesses via curated social media content, resulting in a reach of thousands of impressions. The long-term goal is to position Uptown Whittier as a vibrant, safe, and welcoming destination for residents, visitors, and investors.

Superior Management & Realty Services is responsible for carrying out the ongoing administrative and operating duties of the UWIA under the direction of the Board of Directors. Superior Management & Realty Services' responsibilities include: assigning and directing contract service providers; organizing and arranging the administrative and supervisory staff as best serves the UWIA; preparing and submitting budget, financial, and other documentation; suggesting regulations, rules and procedures deemed necessary for best operations of the UWIA; and, in general, performing all duties incident to the office of the District Manager and such other duties as may be prescribed by the Board. Hans Fritz served as district manager in 2023 until April 2024 when Superior Management & Realty Services took over. The amount paid for the 2024 fiscal year is $70,906.
