Through 9/30/19, Wisconsin Dialysis, Inc. exists to provide In-Center, Home, and Inpatient Dialysis to patients in Central Wisconsin with End State Renal Disease. As of 10/1/19, Wisconsin Dialysis, Inc. no longer provides services and holds a 30% membership interest in Fresenius Kidney Care of Madison, LLC.

IRS990/Description0A total of 21,317 kidney dialysis treatments were provided to 212 chronic patients and 41 traveling patients at the Fitchburg, Wisconsin, clinic from 7/1/2011 through 6/30/2012. Treatment of patients insured by Medicare and Medicaid accounted for 73% of all WISCONSIN DIALYSIS, INC. (WDI) activity and due to it being provided at a financial loss it is considered to be a community service to meet the medical needs of Dane county patients with kidney failure. With a cost per treatment of approximately $320 and a Medicare/Medicaid payment per treatment of approximately $255, the total loss calculated for serving patients with Medicare and Medicaid coverage is estimated to be $1,000,000 annually. Care provided to undocumented residents with Emergency Medical Assistance insurance meets the stricter definition of charity care and totaled $78,960 for the year. Most patients qualify for Medicaid or Wisconsin Chronic Disease Program coverage so charity care for WI residents totaled only $2,566 for the year. WDI provided uncompensated support for assisting with nephrology fellowship training to five physicians in fellowships and nine nutrition students as part of their clinical training in UW educational programs. As a whole for WDI, selected quality data IS SHOWN BELOW AS compared to national figures from the 2012 USRDS annual report. The standard mortality ratio was 5% lower than the national average. - First year mortality was 3% lower than the national average - The hospitalization rate due to infection was 7.2% compared to 11.2% nationally. - The standardized hospitalization rate overall was 6% below the national average. - The average length of stay in the hospital was 5.9 days compared to 7.2 days nationally. - The transplant rate for patients under age 70 was 14% compared to only 6% nationally. - The WDI PD catheter infection rate was 3.6 per 100 patient days vs. 4.2 nationally. - 73% of WDI patients received an influenza vaccine compared to 67% nationally.

(WDI) exists in order to carry out the following four-part mission: 1) provide exceptional, individualized and family -centered patient care by meeting and exceeding recognized national standards of high quality kidney dialysis care, including to the extent that can be afforded, for patients unable to pay or with limited insurance coverage that pays less than WDI's cost; 2) support clinical research to the extent thaT can be afforded for the advancement of the clinical care and quality of life of people who have kidney disease; 3) serve as a clinical education site for the University of Wisconsin Health Sciences programs, and others as possible, to help train future health care staff and providers in nephrology; and 4) support community service programs to improve the health and lives of patients with kidney disease and their families. The periodic reviews shall, at a minimum, include the following subjects to the extent such subjects are applicable: 1. Whether compensation arrangements and benefits are reasonable and are the result of arm's length bargaining. 2. Whether acquisitions of physician practices and other provider services result in inurement or impermissible private benefit. 3. Whether partnership and joint venture arrangements and arrangements with management service organizations and physician hospital organizations conform to written policies, are properly recorded, reflect reasonable payments for goods and services, further the Corporation's charitable purposes and do not result in inurement or impermissible private benefit. 4. Whether agreements to provide health care and agreements with other health care providers, employees, and third party payors further the Corporation's charitable purposes and do not result in inurement or impermissible private benefit. 5. The policy covers all voting and ex-officio board members. Anyone found to be in violation of this policy would be recused from voting on and discussion about the transaction or topic. All review activity of actual or potential conflicts takes place at the full board level.
