The agency has a very strong conflict of interest policy. All board members are required to complete a statement at the first meeting of the year stating what, if any conflicts of interest they may have or potentially anticipate.

Form 990, Part VI, Section B, Line 15

The organization's compensation philosophy is that most jobs are priced within 15% of market rate. Currently, the organization relies most heavily on the rochester business alliance (rba) annual salary survey for data for most positions. The organization also participates with other goodwills in a mercer executive compensation study on a bi-annual basis. National data is also used for senior leadership positions generally obtained from rochester business alliance and the goodwill national survey. The executive board reviews and approves all senior leader compensation. For new positions, human resources department works with the hiring manager to establish a job description that includes essential job functions and necessary experience, etc. Using that information, along with flsa and eeo guidelines, as well as the rba data, the position is then graded and market priced. The base salary amount that is offered is dependent on the applicant's experience. The goal is to hire fully qualified individuals close to the mid-range of the established pay grade (that is the determined market rate) for the position; if less experienced, they are generally hired somewhere between 25% and 50% of the grade. For existing positions, compensation and job descriptions are reviewed on a yearly basis for possible merit increase in april based on job performance. Annual reviews are required to be eligible for an increase. If an employee receives an increase after october 1, or is hired after october 1, they are generally not eligible for the annual increase in april. Executive compensation is determined by the board and performance is reviewed annually.

Gfl's mission is to prepare and empower people with barriers to independence to be self-sufficient and contribute to their famililes and communities; fueled by our vision to be viewed and respected as a socially entrepreneurial organization that changes lives by empowering people who have barriers to employment to achieve self-sufficiency and pursue their dreams. We fulfill our mission by providing specialized vision rehabilitation, workforce development services, information & referral and employment opportunities in our manufacturing, donated goods retail, catering service and contact center. Our social enterprise model takes an innovative approach to create job opportunities for people with barriers to employment, while generating revenue to support our mission programs and services. Through leveraging our goodwill brand, our goal is to serve as a catalyst within our region to foster collaborations that strengthen families and help build communities that work and make and environmental impact on our planet by diligently applying approaches to sustainability. Our organization's businesses with the support of our workforce development team provides valuable career guidance, job preparation, job training & employment opportunities in our various business divisions including our donated goods/ retail operation that is comprised of thirteen retail stores, an e-commerce enterprise and a well-established community-wide donated goods program with attended donation centers and donaton bins; goodwill stores also allocate space for community rooms that are made available to provide services to local communities or for local not for profit organizations to provide their services. 2-1-1/lifeline mission: the 2-1-1/life line program provides 24/7 confidential access to trained counselors who provide information and referral to health and human service agencies and programs throughout a 43-county region. Counselors respond to calls texts and emails and conduct web chats through its 24/7 crisis, suicide and information hotline. As a blended information and referral and crisis hotline, we are on the front lines in making efforts to connect contacts not only to the service that they are seeking, but also those that may be linked to their presenting challenge. 211/life line staff are highly skilled at completing needs assessments that span basic needs issues such as food, housing, and transportation and assess for the presence of more complex needs related to unemployment, mental health/physical health needs, and education, among others. Workforce development: work force development (wfd) is the program charged with designing training and identifying employment opportunities for persons served throughout the goodwill enterprises. Through partnerships with monroe, livingston, ontario, onondaga and wayne counties as well as several agencies within our territory, referrals are accepted for participants seeking work experience opportunities. In addition to work experience, workforce development assisted individuals required to perform community service. On a nationwide level, goodwill serves as the disability partner to the national agrability project, connecting farmers, ranchers and agricultural workers with a disability or chronic condition to resources and tools that allow them to continue working in the agricultural environment. Goodwill's food services/hospitiality division cooks and delivers meals to seniors sites through the county senior nutrition program, providing meals for qualified individuals that meet the federal nutrition guidelines. The division also cooks and delivers meals to child day care programs. They also operate an in-house cafeteria that offers hot and cold meals to agency employees, many of whom are blind and unable to get out to local restaurants for breakfast or lunch.
