Mission

The mission of NAMD is to help millions of people served by Medicaid by representing, elevating, and supporting state and territorial Medicaid and CHIPleaders in connecting eligible people to coverage, promoting access to care, providing high value services, and controlling program costs for sustainability. NAMD elevates thought leadership on policy opportunities and operations of the Medicaid and CHIP programs, amplifies the diverse perspectives of Medicaid and CHIP directors, and optimizes federal-state/territory partnerships to help millions live their healthiest lives.

NAMD's mission is to support Medicaid Directors in administering the program in cost-effective, efficient and visionary ways that enable the almost 80 million people served by Medicaid and consistently capitalize Medicaid throughout to achieve their best health and to thrive in their communities.

NAMD is an association composed of directors, administrators, and deputies responsible for the administration of the Medicaid program in each state, U.S. territories and the District of Columbia jurisdictions.

The members of the Association elect the President, Vice President, Finance Chair, Governance chair, and eight (8) Regional Members and one Territorial Representative.

At any time at which there are at least fifteen (15) Members in good standing, the Members in good standing shall have the exclusive power to: (a) Approve amendments to the Articles of Incorporation and Bylaws of the Corporation proposed by the Board of Directors. (b) Approve the sale, lease, exchange, or disposition of all or substantially all of the property and assets of the Corporation. (c) Approve the voluntary dissolution of the Corporation or the merger or consolidation of the Corporation with another corporation. (d) Approve the Corporation's position on key issues (as determined by the Board of Directors) concerning the Medicaid program.

IRS990/Desc0Conferences and Medicaid and Public Health Collaboration: NAMD hosted its Annual Membership Meeting in Chicago in June 2025 and its signature Fall Conference in Washington, D.C. in November 2024. NAMD conducted planning, agenda development, and follow-up activities related to these convenings. The Annual Membership Meeting is a gathering of NAMD members, senior agency staff from states and territories, and federal partners, with attendance of nearly 200 in 2025. The Fall Conference convenes over 1,500 national, state, and industry leaders, with 1,510 attendees in 2024 representing all 56 states and territories. Both conferences included board meetings and discussions related to organizational business. NAMD advanced efforts to operationalize Medicaid and public health partnerships by increasing literacy among Medicaid Directors and other health care payment officials on federal and state/territory public health priorities. NAMD fostered cross-sector connections and identified opportunities to align strategies and optimize Health Resources and Services Administration (HRSA), public health, and Medicaid funding for sustainable impact. Engaging all 56 states and territories through convenings, technical sessions, and interest groups, NAMD promoted workforce solutions with a focus on integrating non-traditional providers, or workforce extenders, as billable providers while addressing behavioral health and maternal health needs. In collaboration with HRSA and other national associations representing state and territory officials, NAMD co-led webinars, policy forums, and the National Committee for Sustainable Medicaid and Public Health Partnerships to coordinate approaches and amplify impact. NAMD also produced publications highlighting HRSA initiatives and state and territory innovations. These resources, including blogs, newsletters, thought pieces, and webinars, promoted best practices and reinforced cross-agency learning.

IRS990/ProgSrvcAccomActy2Grp/Desc0Member Service and Technical Assistance:NAMD regularly engages with over 500 Medicaid Directors and senior agency staff through our robust set of member services. Our programming aims to facilitate collaborative problem-solving across Medicaid agencies, support timely sharing of information, and identify emerging issues. NAMD also liaises with the Center for Medicaid & CHIP Services (CMCS), Congress, and other federal entities to ensure that Medicaid Directors are represented in federal policy discussions. To facilitate cross-agency problem-solving, NAMD convenes monthly "Affinity Groups" for Medicaid Chief Financial Officers, Chief Information Officers, communications leaders, and eligibility policy leaders. These Affinity Groups support role-based learning on a wide variety of topics. NAMD also convenes interdisciplinary state/territory-only and state/territory-federal workgroups focused on specific policy issues, such as implementation of new federal policies. To support timely information sharing, NAMD holds a weekly Medicaid Director call and a weekly "Federal Update" call, distributes a weekly newsletter, and manages a "Rapid Response" listserv. NAMD also publishes public-facing and state/territory-only issue briefs, analyses, and comment letters. Finally, NAMD offers specific programming for Medicaid Directors who are in their first year of service and for Medicaid Director alumni. This programming aims to support leadership development throughout a Medicaid Director's career.
