Mission and Program Overview

Mission

NCHQA seeks to provide the trusted place where leaders from across North Carolina's health care system can work together to improve the quality of health care and the health of all North Carolinians. Our Board of Directors fully reflects the complex dynamics of health care delivery, uniting physicians and other health care professionals, hospitals, payers, government, business, academics and other key entities. Our strength lies in organizing these diverse stakeholders around a common mission: the transformation of health care delivery in our state. NCHQA has three core objectives: [1] provide leadership for the improvement of health care delivery in North Carolina; [2] promote and facilitate transparency and public accountability; and [3] foster innovative and sustainable activities and interventions that improve the quality and value of health care.

Alen Hirsch is a nonvoting member of the Board. Alan has an ex officio Board Position as the CEO. The Executive Committee, including the CEO, Director of Operations, and Board chair, has broad authority to act on behalf of the Board in between Board meetings as designated in the bylasws.

IRS990/Desc0Rual Communities Opioid Response project-In rual northeastern North Carolina, NCHQA has partnered with a consortium of healthcare providers, first responders, screening sites, local governments, and other local community leaders to address the serious epidemic of opiod and other substance use disorders. In 2024, NCHQA continued efforts to address prevention, treatment, an recovery activities for substance use in Halifax, Edgecombe, and Northampton counties, as well as 5-8 other couties that our partner service. This project involves funds from a HRSA RCORP Implementation grant, a SAMHSA grant via NCDHHS/DD/SUS, and Duke University endowment fund grant via North Carolina Area L Health Education Center. Our consortium of partners has enabled provision of MAT and other wrap-around OUD/SUD support services, education opportunities, and preventions programs. IRS990/ProgSrvcAccomActy2Grp/Desc0Peer-Run Mental Health Alternative Recovery Respite Center Project-In 2024 NCHQA partnered with Promise Resource Network (PRN), a NC leader operating peer-operated mental health recovery alternatives in Mecklingburg Count, to continue growing service provision in the Triangle, Charlotte, and Cabarrus regions. The newest respite, located in Wake County, opened its doors for guests. The accompanying resources hub and recovery cafe will soon follow. Peer-run respites have the dual purpose of 1) adding a critical resource to the existing array of mental health crisis prevention and diversion options for adults experiencing trauma, suicidal ideation, extreme distress, and mental health related crises; and 2) diverting those individuals (when appropriate) from hospitals, emergency rooms, jails, and other less effective and more expensive boarding facilities. In addition to the respite center, NCHQA and PRN are seeking to establish a series of accessible, recovery- oriented programs, resources and local partnershipsthat can supplement the respite center to provide services to more community members.
