A copy of the Form IRS 990 is reviewed and approved by the Board of Directors at a board meeting prior to filing. The IRS form 990 is provided to the board members a week prior to the meeting.

Form 990, Part VI, Line 12C: Explanation of Monitoring and Enforcement of Conflicts

All board and committee members are required to disclose in writing all businesses or other organizations of which the member or leader, or a member of his family, is an officer, member, owner, or employee; or for which the member or leader, or a member of his family, acts as an agent; or from which the member or leader, or a member of his family, receives compensation or remuneration of any sort, with which Albuquerque GED competes or with which Albuquerque GED has, or might reasonably in the future enter into, a relationship or a transaction. The a policy directs the Board Chair and other Board Members on how to disclose a potential conflict of interest when issues are discussed or voted on, which includes disclosure and the party removing themselves from the meeting during discussion and vote. The policy directs the board or committee to seek alternates to the proposed transaction so as not producing a conflict of interest unless a more advantageous transaction or arrangement is not reasonably possible.

IRS990/Desc0ABQ-GEDs primary services include Adult Basic Education (ABE) and High School Equivalency (HSE) preparation services to a predominantly Hispanic (70%) and female (66%) population. Our program serves youth age 16 and 17 to adults 18 and older. Our clients come from low income fragmented homes with unstable family support with 335 or 92% entering at Adult Basic Educational (ABE), 71 or 19.6% at Literacy, and 264 or 72.5% at Pre-HSE functioning levels, with 30 in Adult Secondary Education (ASE). With over 35% of Bernalillo County residents in need of ABE services (almost 90% below or moderate poverty level), many of our students have experienced homelessness, teen pregnancy, and/or have recently been incarcerated. ABQ-GEDs students are representative of the long-term effect of poverty with 67% on public assistance, 54% are unemployed, and 178 or 49% identified as single parent status.In synergistic collaboration with our community partners the City of Albuquerque Community/Resource Centers (Alamosa and Trumbull), the Albuquerque Hispano Chamber of Commerce (Business Economic Opportunity Center), and SL Start Career Link Centers (ABQ and Rio Rancho), our programs offer onsite ABE and HSE services, each imbedded in the communities we serve. Our five sites during FY 2014-15 ease transportation and/or childcare concerns while promoting a sense of community.ABQ-GEDs award winning programs, professional caliber of instructors, (BA to PhD credentials), and successful performance practices distinguishes ABQ-GED from other local ABE and HSE programs. Program quality is maintained through leadership and an experienced staff known for individualized attention. By cultivating a strong sense of group cohesiveness in each class, instructors help motivate students to continue with the program and meet their HSE and overall educational goals. During FY 2014-15, ABQ-GED met 75% of its four core program targeted goals, which resulted in ABQ-GEDs Central Region contribution is $3.5M as follows:$230,000 in increased earning potential from GED (23 x $10,000/yr.)$1,113,840 in estimated local economic gains (63 obtained a job: $8.50/hr. x 2080 hours/yr.)$2,103,920 in estimated local economic gains (119 retained a job: $8.50/hr. x 2080 hours/yr.)$113,000 in increased earnings from Post-Secondary (10 entered college x $11,300/yr.)$3,560,760 = total estimated earnings.

The a policy directs the Board Chair and other Board Members on how to disclose a potential conflict of interest when issues are discussed or voted on, which includes disclosure and the party removing themselves from the meeting during discussion and vote. The policy directs the board or committee to seek alternates to the proposed transaction so as not producing a conflict of interest unless a more advantageous transaction or arrangement is not reasonably possible.
