MN Neighborhoods Organizing for Change (NOC) is organized to build power in low-income communities through long-term, sustainable, member-driven community organizing strategies in low-income and moderate-income neighborhoods throughout Minnesota. By recruiting members, training leaders, and convening meetings in the neighborhood, city, and state level, NOC intends to build an organization of low and moderate-income people who take actions to advance social and economic justice in their communities, and advocate for themselves at all levels of civic and economic power.

“UBLA--In 2016 NOC convened a deliberate meeting of elected allies and BLM leadership with the goal of creating pragmatic policy and budget solutions tied to the 2016 legislative session. We aligned a set of organizational partners including AALF, the Urban League and many others to create a shared agenda.”
“NOC has a tax-exempt status under Section 501(c)(4) of the Internal Revenue Code and has adopted Accounting for Uncertainty in Income Taxes, ASC 740-10. NOCs policy is to evaluate uncertain tax positions, at least annually, for the potential for income tax exposure from unrelated business income or from loss of nonprofit status. NOC continues to operate consistent with its original exemption application and each year takes the necessary actions to maintain its exempt status. In compliance with its exempt status, NOC annually files a Return of Organization Exempt From Income Tax (Form 990). The returns for the years ending December 31, 2013 and later remain subject to examination by the Internal Revenue Service.”

| IRS990/Desc | 0 | Civic Engagement:NOC will continue the work of expanding access for under resourced communities and communities of color into more participatory and transparent relationship with civic participation and democratic processes. Well focus on passing a legislative bill that would restore voting rights to those with a past criminal records, connecting to the presidential and statewide elections in 2016 and building for the Minneapolis city wide elections in 2017.Transit:NOC is currently organizing a base of transit rider in under resourced Wards in Minneapolis. Were working in coalition to secure a commitment from the Met Council, the City of Minneapolis to build the SWLRT Line, which could produce access to improved transit stop amenities, better bus options, housing and business development for residents throughout the Minneapolis metro region. Education:NOC will canvass and survey neighborhoods in Minneapolis and st Paul, working to get feedback from community members on the resource that could be housed in their neighborhood public schools. Well then leverage these demands to make an ask on the MN Legislature in 2016 and 2017 to expand the current funding commitment and produce more and better community schools throughout the Metro region.Future of Work:NOC is currently working on a suite of issues related to the future of work in Minnesota. Our focus will be on the intersection of race, the economy and progressive policies that address our worst-in-the-nation racial jobs gap. The following buckets of work will be included included:Earned Sick Days: Well work in coalition to push an ordinance in Minneapolis and St Paul and a statewide bill in 2016.Fair Scheduling: Well work in coalition to push a Minneapolis ordinance and a statewide bill in 2016.Municipal wage increase: Well work in coalition to raise the minimum wage in Minneapolis through a ballot initiative in 2016-17.Federal Reserve: Well work to gain more local control of the Federal reserve in MN, including an impact on a new board chair appointment, and a focus on local lending on infrastructure projects. The goal is to keep interest from rising and create a working partnership with our local Minneapolis Federal Reserve chapter.Environmental Justice:Since 2013 NOC has been working to incorporate an environmental justice platform into our campaign work. This has become a clear mandate of a core group of members, pushing an urban gardening agenda as well as a campaign to target the HERC garbage incinerator and push. In 2016-17 we plan to push Hennepin County to adopt a divestment strategy with the incinerator and move Minneapolis to become a zero waste city.Police accountability:NOC is well positioned to move some local police accountability measures, both in Minneapolis and throughout the State. We believe that the current state of policing in America was initiated to punitively enforce capital interests and protect the fundamental tenants of white supremacy. It is not an effective public service tool and not contributing to collective public safety.
