Supplemental Narrative

Additional Explanations

Form 990, Part V, Line 2A

Staff are compensated by a payroll agent, Christ Tabernacle. Christ Tabernacle files all required payroll information returns as required by the IRS. As such, due to common paymaster rules as instructed by the IRS, the number of employees reported represent the number of employees who work for the filing organization but are compensated by a related organization.

Form 990, Part XII, Line 2C:

The organization's Board officers assume responsibility for oversight of the review of its financial statements and selection of an independent accountant. This process has not changed since the prior year.

Financial Statement Notes

Part X, Line 2:

The provisions in the Income Tax topic of the FASB ASC clarify the accounting for uncertainty in tax positions and prescribe guidance related to the combined financial statement recognition and measurement of a tax position taken or expected to be taken in a tax return. The tax benefit from an uncertain tax position is only recognized in the combined statements of financial position if the tax position is more likely than not to be sustained upon an examination, based on the technical merits of the position. Interest and penalties, if any, are included in expenses in the combined statements of activities. As of December 31, 2016 and 2015, The Legacy Center Community Development Corp (TLC) had no uncertain tax positions that qualify for recognition or disclosure in the combined financial statements. TLC files information tax returns in the U.S. and New York. TLC is generally no longer subject to U.S. federal and state income tax examinations by tax authorities for years before 2011.

IRS990/ProgSrvcAccomActy2Grp/Desc0SUPPLY THE FUTURE: TLC's Supply the Future initiative distributed 1,000 backpacks with school supplies throughout a network of local public and charter schools, other nonprofit agencies, and churches across all five boroughs. Working in collaboration with The Detective Rafael Ramos Foundation, NYPD and local Public School administrators, TLC provided those backpacks to students classified as high-risk or at-risk (students living in shelters, foster care and students whose families were in crisis and/or recently relocated to the United States). The Legacy Center believes that if the next generation of students is well equipped they will be successful in school.

During this outreach volunteers deliver blankets, foods, and toiletries to people experiencing homelessness, hunger and/or are loneliness. The goal is to meet people in their need, connect with them and provide longterm resources and services to help people out of their situations or crisis situations. TLC is relentless about impacting the legacy of the underserved people in NYC! In 2016, volunteers served 1,920 meals to the hungry and hurting in NYC.

IRS990/ProgSrvcAccomActyOtherGrp/Desc0HAPPY HOLIDAYS: In an effort to preserve family traditions and values The Legacy Center is intentional about making the holidays brighter for our unemployed, underemployed, and underserved community members. To that end we provide meals and gifts during the holidays-meals which families can prepare themselves and gifts parents can give to their children Christmas morning. THANKSGIVING - TLC distributed 383 Thanksgiving Dinner baskets complete with a ham or a turkey and dessert. Those families include families we served through TLC's Marketplace, and local shelter families. CHRISTMAS PRESENTS - 1,026 Christmas gifts were distributed to local children at a special Christmas outreach event we called Santa's Toyshop at The Legacy Center. In additional, a number of those gifts were delivered to children whose parents are incarcerated and participating with partnering agencies in "Angel Tree".

IRS990ScheduleD/SupplementalInformationDetail/ExplanationTxt0The provisions in the Income Tax topic of the FASB ASC clarify the accounting for uncertainty in tax positions and prescribe guidance related to the combined financial statement recognition and measurement of a tax position taken or expected to be taken in a tax return.
