The policy includes statements about other employment and being related to anyone on the board of directors/commissioners and other items that may have been an issue.

Low income housing development corporation does not have any employees. The part-time staffing requirements, including its executive director, is provided by terre haute housing authority, a related tax exempt organization. Low income housing development corporation reimburses terre haute housing authority for its staffing costs. The development corporation's board of directors/commissioners determines and sets all staffing compensation rates, which are based on periodic thorough review of all related issues, salary surveys, consultation with independent persons, and review of comparable data and deliberation.
