The mission of 4cs of passaic county, inc. (4cs) is to assist families in the northern region of new jersey in obtaining high quality early care and education that is accessible, available and affordable. In an effort to accomplish this mission, 4cs provides families with the provision of subsidy as well as educational resources and information available on quality child care. 4cs center for child care enhances 4cs of passaic county's mission through increasing the knowledge and skills of parents, head start, child care centers and family providers/directors regarding significant and important concerns such as high quality child care and raising successful children. 4cs continues to empower and support famlies through community resources and through its education department.

Mission and Program Overview

Mission

4CS of Passaic County, Inc. (4CS) has been in existence for 45 years as a referral agency for low-income families in Passaic County and the northern region of New Jersey. Its mission is to assist families in obtaining high quality early childcare and education that is accessible, available and affordable. Our Center for Child Care Careers enhances the agency's mission by mentoring, teaching, offering technical assistance and communicating about early care and education concerns, such as high-quality childcare, children's healthy development, and raising successful children through increasing the knowledge and skills of parents, Head Start providers, child care centers, family childcare providers, family-friends-neighbor's providers, directors and nannies.

Management reviews form 990 with their cpa, and a copy of the complete 990 is distributed to the board for review.

Form 990, Part VI, Section B, Line 12C

The board of directors and all staff must review and sign a conflict-of-interest statement annually. 4cs utilizes vendors who are "nj state" approved vendors. In addition to soliciting three independent bids and checking the vendor's name on the "state of new jersey dept. Of treasury consolidated department website" to determine if they are qualified to receive state funds.

Form 990, Part VI, Section B, Line 15

Extensive work was performed reviewing compensation of all staff members, including the organizations ceo, top management officials and key employees. The bureau of labor and statistics along with guidestar.org were the primary online research data bases. Pay scales of other neighboring child care resource and referral agencies were made available by their respective ceos and local community non-profits also shared their pay scales. Proposed compensation increases methodology and actual increase was presented, reviewed, and approved by the finance subcommittee and then presented to the full board of directors who reviewed and approved revised compensation. In addition, the organization used research services provided by our payroll processing provider adp-payscale. This enabled the agency to perform extensive research based on job title, individuals education levels, years of experience in the position. This service also provided a vast quantity of compensation data analysis over various geographic areas (local, county, state and regional).

The board of directors is responsible to oversee the audit, review the financial statements, and select an independent accountant.

Financial Statement Notes

PART X, LINE 2:

4cs is exempt from federal income taxes under section 501(c)(3) of the code and, therefore, has made no provision for federal income taxes in the accompanying financial statements. Us gaap requires management to evaluate uncertain tax positions taken by 4cs. The financial statement effects of a tax position are recognized when the position is more-likely-than-not, based on the technical merits, to be sustained upon examination by the internal revenue service. Management has analyzed the tax positions taken by 4cs, and it concluded that as of september 30, 2024 and 2023, there are no uncertain tax positions taken or expected to be taken. 4cs has recognized no interest or penalties related to uncertain tax positions. 4cs is subject to routine audits by taxing jurisdictions; however, there are currently no audits for any tax periods in progress. Management believes it is no longer subject to income tax examinations for years prior to 2020.

THE NEW JERSEY DEPARTMENT OF EDUCATION APPROVED THE CENTER AS A VOCATIONAL SCHOOL IN 1997 AND, SINCE 2009 HAS CONTINUED TO GRANT APPROVAL. THE CENTER ENHANCES 4CS'S MISSION BY INCREASING THE KNOWLEDGE AND SKILLS OF PARENTS AND THE CHILDCARE WORKFORCE IN HEAD START PROGRAMS, COMMUNITY-BASED CHILDCARE CENTERS, REGISTERED HOME-BASED FCC PROVIDERS, AND CENTER DIRECTORS REGARDING SIGNIFICANT AND IMPORTANT CONCERNS SUCH AS DEVELOPING HIGH-QUALITY CHILD CARE PROGRAMS AND RAISING SUCCESSFUL CHILDREN. 4CS CONTINUES TO EMPOWER AND SUPPORT FAMILIES BY PROMOTING QUALITY AND AFFORDABLE CHILDCARE THROUGH COMMUNITY RESOURCES AND WORKING WITH ITS EDUCATION DEPARTMENT.ADVOCACY: 4CS'S MISSION IS TO ASSIST FAMILIES IN THE NORTHERN REGION OF NEW JERSEY IN OBTAINING HIGH QUALITY, ACCESSIBLE, AVAILABLE, AND AFFORDABLE EARLY CHILDHOOD CARE AND EDUCATION. IN AN EFFORT TO ACCOMPLISH THIS MISSION, 4CS PROVIDES SUBSIDIES TO FAMILIES AS WELL AS EDUCATIONAL RESOURCES AND INFORMATION ON QUALITY CHILDCARE.
