The conflict of interest policy is reviewed annually by the board and each board member is encouraged to disclose any existing or potential conflicts of interest.

A wage comparability study is first performed and the top three amounts are then averaged and adjusted to determine a low, midrange and high salary for the position. The board approves the wage to be offered. The Administrator then goes through the hiring process to select candidates for the offered positions.
