Additional Explanations

Pt III, Line 2

In September of 2024 our Town was flooded due to Hurricane Helene. The Downtown Marshall Association took a lead role in organizing the recovery meetings and partnered with many organizations that came in to help our town recover. A GoFundMe was set up to benefit the town businesses and residents affected by the hurricane. The DMA served as the administrator of those funds and distributed them to affected businesses in the area.

The 990 is prepared by independent accountants, reviewed by management, presented to the Board for review, proposed revisions and final approval.

The organizations conflict of interest policy is reviewed on an annual basis and enforced as necessary. Any Board Member with a conflict of interest on a specific issue informs the Board and abstains from voting on the issue.

In the annual budgeting process, the Board approves a budget line for aggregate salary expense. Thereafter, individual salaries and salary increases for all employees are determined by the Board based on assessment of performance and regular assessment of comparable salary information for non-profit organizations with similar budgets.

Under this plan, every business located in downtown Marshall that was affected by the flood was able to apply for an an equal share of the funds raised through the Helene Relief campaign. A total of 48 payments were made under this program. The organizations Board of Directors has historically been composed of local business owners within the town limits, and their inclusion in the distribution was based solely on their status as impacted business entities not their roles on the Board.

The Downtown Marshall Association took a lead role in organizing the recovery meetings and partnered with many organizations that came in to help our town recover. A GoFundMe was set up to benefit the town businesses and residents affected by the hurricane. The DMA served as the administrator of those funds and distributed them to affected businesses in the area.
