IRS990/Desc0THE DOUBLE UP FOOD BUCKS (DUFB) PROGRAM ENCOURAGES SNAP (FOOD STAMP) RECIPIENTS TO SPEND THEIR MONEY ON HEALTHY, FRESH PRODUCE AT FARMERS' MARKETS BY MATCHING THEIR SNAP EXPENDITURES UP TO $20 WITH TOKENS THAT CAN BE SPENT TO BUY MORE MICHIGAN-GROWN PRODUCE. IN 2013, DUFB EXPANDED TO 95 MARKETS STATEWIDE, UP FROM 75 IN 2012. BETWEEN JUNE AND NOVEMBER, OVER 10,000 SNAP CUSTOMERS VISITED PARTICIPATING FARMERS' MARKETS FOR THE FIRST TIME. SNAP RECIPIENTS SPENT $842,193 IN SNAP FUNDS AND RECEIVED MORE THAN $697,647 IN MATCHING DOUBLE UP FOOD BUCKS. THE COMBINED SNAP AND DUFB FUNDS USED IN MICHIGAN SINCE THE PROGRAM BEGAN IN 2009 TOTAL MORE THAN $5 MILLION. DUFB IS CERTAINLY ONE OF THE REASONS THAT SNAP SALES AT MICHIGAN FARMERS' MARKETS ARE HIGHER THAN IN ANY OTHER MIDWEST REGION STATE BY A SIGNIFICANT FACTOR AND RANK SECOND IN THE NATION AND THAT LOW-INCOME FAMILIES IN MICHIGAN ARE GAINING GREATER ACCESS TO HEALTHY, FRESH FOOD.IN 2013, WE CONTINUED A PILOT TEST OF IMPROVED DUFB MOBILE PAYMENT IN CONJUNCTION WITH A KENT COUNTY INITIATIVE TO MAKE A VARIETY OF FEDERAL ASSISTANCE BENEFITS ELECTRONIC AND REDEEMABLE AT PARTICIPATING FARMERS' MARKETS. WE ALSO LAUNCHED THE DUFB GROCERY STORE PILOT IN THREE INDEPENDENT GROCERY STORES IN DETROIT. EVALUATION RESULTS CONTINUE TO BE USED TO IMPROVE PROGRAM OUTCOMES AND TO INFORM THE REPLICATION OF THIS PROGRAM IN OTHER LOCATIONS. TWO RELATED INITIATIVES ARE THE RECENTLY COMPLETED HEALTHY FOOD INCENTIVES CLUSTER EVALUATION, WHICH EXAMINED SIMILAR INCENTIVE PROGRAMS AROUND THE COUNTRY, AND THE HEALTH IMPACT EVALUATION, WHICH IS TRACKING HEALTH INDICATORS AMONG DUFB PARTICIPANTS.

IRS990/ProgSrvcAccomActy2Grp/Desc0IN 2013, FAIR FOOD NETWORK'S STRENGTHENING DETROIT VOICES (SDV) INITIATIVE ENGAGED IN A NUMBER OF EVENTS THAT WORKED TOWARD THE CREATION OF A SUSTAINABLE AND HEALTHY FOOD SYSTEM FOR DETROIT'S UNDERSERVED COMMUNITIES. SDV ADDED NEW COMMUNITY, HEALTH, LEGISLATIVE, AND FOOD SYSTEMS ORGANIZATIONS AND LEADERS TO OUR ROSTER OF COLLABORATIVE PARTNERS - THE DETROIT CHAPTER OF THE NATIONAL ASSOCIATION OF BLACK JOURNALISTS, INSTITUTE OF POPULATION HEALTH, AND SINAI-GRACE HOSPITAL, TO NAME BUT A FEW. THE ADDITION OF THESE ORGANIZATIONS WILL HELP SDV CONTINUE OUR FOCUS ON EMPOWERING THE UNDERSERVED TO BECOME THEIR OWN BEST ADVOCATES. IN MAY 2013, SDV ORGANIZED A DETROIT FOOD SYSTEM BUS TOUR. DURING THIS HALF-DAY TOUR, MORE THAN 20 COMMUNITY LEADERS HAD THE OPPORTUNITY TO PERSONALLY EXPLORE SOME OF THE MOST ACTIVE FOOD SYSTEMS WORK IN DETROIT, INCLUDING: EASTERN MARKET CORPORATION, GLEANERS COMMUNITY FOOD BANK OF SOUTHEAST MICHIGAN, AND D-TOWN FARMS. THIS EVENT SERVED AS AN OPPORTUNITY TO SHARE POSITIVE LOCAL EXAMPLES OF FOOD SYSTEMS PROJECTS THAT ENCOURAGE BETTER ACCESS TO HEALTHFUL FOOD FOR ALL DETROIT RESIDENTS. IN SEPTEMBER 2013, SDV'S VIEW FROM THE HILL TRIP TO WASHINGTON, DC, TOOK A STRONG CONTINGENT OF DIVERSE COMMUNITY LEADERS TO REPRESENT DETROIT CONSTITUENTS IN FACE-TO-FACE MEETINGS WITH USDA ADMINISTRATORS AND FEDERAL LEGISLATORS TO CREATE AN OPPORTUNITY FOR THESE NATIONAL POLICY MAKERS TO LEARN FIRST-HAND WHAT DETROITERS FACE EVERY DAY. OUR INTENT WAS FOR THE OFFICIALS WE VISITED TO BE BETTER INFORMED ABOUT DETROITERS' ISSUES AND EVEN MORE INCLINED TO PARTNER WITH US IN SOLVING SOME OF THE MOST PRESSING FOOD SYSTEM PROBLEMS WE FACE.SDV GAVE SIX OF OUR PARTNER ORGANIZATIONS MINI-GRANTS TO PERFORM WORK WHICH ALIGNED WITH ONE OR MORE OF OUR SIX IDENTIFIED POLICY TARGETS.
