Any individual or organization interested in the purposes of the organization may become a member upon payment of annual dues in one of the follow categories which constitutes the types of membership (1) individual membership (2) organization membership (3) non-voting membership (under age 18). The membership year for every type of membership shall be 365 days from the date of joining or from january 1 through december 31, as determined by the board from time to time. Each individual member is entitled to one vote and each organization member is entitled to 2 votes which are cast by delegates at the annual meeting.

Philadelphia public access corporation, doing business as phillycam, was organized as a pennsylvania nonprofit corporation on december 24, 2007. Phillycam provides a variety of services to its members. Phillycam's mission is to provide transformative opportunities for people and communities to express themselves, to learn from each other, and to produce and share media reflective of the experiences of everyday people. The following outlines some of phillycam's program accomplishments: phillycam provides transformative opportunities for people and communities to express themselves, to learn from each other, and to produce and share media reflective of the experiences of everyday people. As the nonprofit membership organization designated by the city of philadelphia ("cop") to operate its public access television station, phillycam's people-driven, non-commercial, public access work is done in community. It is committed to continuous learning, reflection and making space for others. It encourages empathy between neighborhoods, hyperlocal stories and conversations. Phillycam's track record and infrastructure - studios, equipment, cable tv and radio platforms - position it to advance authentic storytelling and help build a more representative media ecosystem. Born out of a 27 year struggle to make public access television a reality in philadelphia, phillycam is an organization that rests firmly on the shoulders of a coalition of artists, community leaders, activists and social justice groups who fought hard for the creation of a new space within which people can openly exchange creative forms of expression and life experiences through media. In 2008, phillycam was designated by the city to operate its public access television station to provide all philadelphians with the opportunity to make and share media. On october 23, 2009, phillycam began providing residents of philadelphia the opportunity to air their own non-commercial television programs on cable channels comcast 66/966 and verizon 29/30 and reach a potential audience of over 1 million people. Content is also available online via live streaming and web based on demand players. The programs on phillycam reflect the diverse social, political, ethnic, and artistic communities that can be found in philadelphia. The organization continues to grow an empowered public access system by cultivating community collaborations and promoting their services and resources to cultural organizations and non-profits. These programs represent locally generated music and cultural events; youth produced narratives and talk shows on current events; a variety of shows covering local arts and social issues; documentaries on philly neighborhoods to highlight a few examples. In february 2012, phillycam opened the doors to its permanent home at 699 ranstead street, a block from the liberty bell. The two level, 10,200 square foot space features two television studios, a media lab and other community spaces. On any given night there maybe poets performing to a studio audience for a later cablecast in the main studio, students learning three point lighting in the common area, a scriptwriting group meeting in the community room or members editing projects in the media lab. In the past five years, over 8,000 people have attended events in phillycam's facility from screenings to networking events. Phillycam has emerged as a hub of activity celebrating the accomplishments of youth media makers in all forms and their education programs have trained over 500 people in video production. They have partnered to create content for the channel with non-profits working with young people. The youth programs featured by phillycam television and radio connect young adults to media making, mentors, and institutions throughout the city creating a dynamic space that inspires collaboration and creativity. In january 2015, phillycam received a construction permit from the federal communications commission (fcc) to build a

Phillycam is exempt from federal income tax under irc section 501(a) as an organization described in section 501(c)(3). Since its initial filing for tax-exempt status, phillycam has not received any notice from the internal revenue service ("irs") that such tax-exempt status has been challenged or changed. There was no taxable income as of june 30, 2021 and 2020. Therefore, no provision for income taxes has been included in phillycam's financial statements. The preparation of financial statements in conformity with accounting principles generally accepted in the united states of america requires phillycam to report information regarding its exposure to various tax positions taken by phillycam. Phillycam has determined whether any tax positions have met the recognition threshold and have measured phillycam's exposure to those tax positions. Management believes that phillycam adequately addressed all relevant tax positions and there are no unrecorded tax liabilities. Any interest or penalties assessed to phillycam are recorded in expenses. No interest or penalties from federal or state tax authorities were recorded in the accompanying financial statements.

IT IS COMMITTED TO CONTINUOUS LEARNING, REFLECTION AND MAKING SPACE FOR OTHERS. IT ENCOURAGES EMPATHY BETWEEN NEIGHBORHOODS, HYPERLOCAL STORIES AND CONVERSATIONS. ON OCTOBER 23, 2009, PHILLYCAM BEGAN PROVIDING RESIDENTS OF PHILADELPHIA THE OPPORTUNITY TO AIR THEIR OWN NON-COMMERCIAL TELEVISION PROGRAMS ON CABLE CHANNELS COMCAST 66/966 AND VERIZON 29/30 AND REACH A POTENTIAL AUDIENCE OF OVER 1 MILLION PEOPLE. CONTENT IS ALSO AVAILABLE ONLINE VIA LIVE STREAMING AND WEB BASED ON DEMAND PLAYERS. THE PROGRAMS ON PHILLYCAM REFLECT THE DIVERSE SOCIAL, POLITICAL, ETHNIC, AND ARTISTIC COMMUNITIES THAT CAN BE FOUND IN PHILADELPHIA. THE ORGANIZATION CONTINUES TO GROW AN EMPOWERED PUBLIC ACCESS SYSTEM BY CULTIVATING COMMUNITY COLLABORATIONS AND PROMOTING THEIR SERVICES AND RESOURCES TO CULTURAL ORGANIZATIONS AND NON-PROFITS. THESE PROGRAMS REPRESENT LOCALLY GENERATED MUSIC AND CULTURAL EVENTS; YOUTH PRODUCED NARRATIVES AND TALK SHOWS ON CURRENT EVENTS; A VARIETY OF SHOWS COVERING LOCAL ARTS AND SOCIAL ISSUES; DOCUMENTARIES ON PHILLY NEIGHBORHOODS TO HIGHLIGHT A FEW EXAMPLES. IN FEBRUARY 2012, PHILLYCAM OPENED THE DOORS TO ITS PERMANENT HOME AT 699 RANSTEAD STREET, A BLOCK FROM THE LIBERTY BELL. ON ANY GIVEN NIGHT THERE MAYBE POETS PERFORMING TO A STUDIO AUDIENCE FOR A LATER CABLECAST IN THE MAIN STUDIO, STUDENTS LEARNING THREE POINT LIGHTING IN THE COMMON AREA, A SCRIPTWRITING GROUP MEETING IN THE COMMUNITY ROOM OR MEMBERS EDITING PROJECTS IN THE MEDIA LAB. IN THE PAST FIVE YEARS, OVER 8,000 PEOPLE HAVE ATTENDED EVENTS IN PHILLYCAM'S FACILITY FROM SCREENINGS TO NETWORKING EVENTS. PHILLYCAM HAS EMERGED AS A HUB OF ACTIVITY CELEBRATING THE ACCOMPLISHMENTS OF YOUTH MEDIA MAKERS IN ALL FORMS AND THEIR EDUCATION PROGRAMS HAVE TRAINED OVER 500 PEOPLE IN VIDEO PRODUCTION. THEY HAVE PARTNERED TO CREATE CONTENT FOR THE CHANNEL WITH NON-PROFITS WORKING WITH YOUNG PEOPLE. THE YOUTH PROGRAMS FEATURED BY PHILLYCAM TELEVISION AND RADIO CONNECT YOUNG ADULTS TO MEDIA MAKING, MENTORS, AND INSTITUTIONS THROUGHOUT THE CITY CREATING A DYNAMIC SPACE THAT INSPIRES COLLABORATION AND CREATIVITY.
