First focus hires an independent accounting firm to prepare the federal form 990. Upon receipt of the draft federal form 990, it is internally reviewed by management and then distributed to the full board of directors prior to filing with the internal revenue service.

The campaign reviews all contracts and agreements for connections to the board members. If a conflict were identified, it would be reported to the president, who would in turn bring the conflict to the board of directors attention.

The staff of the campaign are employed by america's promise. The audit & finance committee of america's promise approves the use of a bi-annual salary compensation survey based on at least three independent surveys. The audit committee, serving as the compensation committee, reviews and approves the compensation of the officers and key employees based on an annual report derived from at least three independent surveys prepared and presented to the audit & finance committee. The compensation committee approves the use of the survey data. The decision is documented in the minutes of the audit & finance/compensation committee. The last compensation review was conducted in december of 2015.

FORM 990, PART IV, LINE 34:

The campaign has entered into a cost-sharing agreement with america's promise alliance that provides for sharing of personnel, administration and equipment costs. The two organizations function with a common mission and share common management, but operate as separate entities with separate board of directors. Therefore, in accordance with the irs instructions, the america's promise alliance will not be disclosed on schedule r as a related tax-exempt entity.

The campaign evaluated its uncertainty in income taxes for the years ended december 31, 2016 and 2015, and determined that there were no matters that would require recognition in the financial statements or that may have any effect on its tax-exempt status.
