Mission and Program Overview

Mission

To empower people living in the villages of rural Cambodia, who have little, if any, assistance to create sustainable means for improving the quality of their lives.

Major Activities

Activity 2
Health, Education, & Other UNITED NATIONS ASSOCIATION OF PASADENAWas invited by Pasadena City Mayor William Bogaard, and Pasadena Sheriff Philip Sanchez to speak at the annual celebration of the United Nations Human Rights Day. On this occasion, Executive Director Pierre H. Mainguy was able to present the work of Community First in Cambodia, and the predicament of poverty that communities face there. The emphasis of the event was on access to water, and over 150 people were in attendance.SEN SOK COMMUNITY WEB DOCUMENTARYIn the summer of 2012, Community First enrolled a volunteer filming crew to come over to Cambodia and interview the villagers that benefit from the work of the organization. The expenses for the crew of four volunteer (airfare, board and lodging) were all funded with money that was raised and earmarked for that purpose with the approval of the donors involved. The web documentary was released throughout late 2012 and until early 2013 in four installements: (1) Water & Agriculture, (2) Public Health, (3) Education and (4) Small Businesses. All documentaries are currently available on YouTube
Activity 3
Agriculture, Livestock and Fisheries FAMILY FARM TRAINING CENTER IN KOK YEANG VILLAGETrained ten families of farmers and donated the basic materials to help them diversify their farming activities. In addition to rice culture, those families are now able to grow and sell vegetables to other villages. Some families have managed to make over a hundred dollars worth of income within the first three months, in a village where average yearly income is below $500. SCHOOLS GARDENSIn Sambour, Puok District and Smach, Kralanh District, Community First operated a school garden for each public school in collaboration with the local teachers and students. Each garden would provide the crops needed to prepare three to four meals a week to all of the students in attendance at those schools. In 2012 Sambour school served 130 and Smach school served 250 students, respectively.INTRODUCTION OF THE MORINGA TREECommunity First introduced the cultivation of the Moringa tree in Kok Yeang village. With its well known nutritional value, the tree can provide a cheap and easily accessible source of nutrients and vitamins. In addition to contributing to a healthier diet, the trees seeds can be used to sanitize water when ground into a pasteSELF HELP GROUPSThroughout 2012, Community First followed up on the management of three self help groups it had created. Each self-help group is organized as a small association of farmers, who financially contribute on a monthly basis in order to create a local source of funding that is collateral free and that bears very little interest. This alternative to micro credit and banking helps farmers grow their farms, and provide for their families when facing hardships, or emergencies.

IRS990/Description0Social & Rural Development SMACH VILLAGE SEWING CENTERProvided extensive training to ten seamstresses and sewers to manufacture mosquito nets and clothes for the local market. The production of mosquito nets was in part donated to the local community, and in part sold to generate revenues. During the year, several local businesses came to the center offering work to the sewers. ANTI MALARIA CAMPAIGN41 families benefited from a malaria control training and mosquito net donation in 2012. Each net is chemically treated to both repel and kill mosquitoes upon contact. Each mosquito net is used for the entire family to help protect both parents and children.WATER ACCESS AND MOBILITYThroughout 2012, Community First drilled nine water wells in the community of Sen Sok, Kralanh District. Each water well can serve up to 100 families, and is managed by a water well committee that Community First puts in place with the villagers. The committee is responsible for collecting the financial contributions from villagers. Said contributions will in turn be used to maintain the water well, thus ensuring the water sources sustainability. In addition, seven water carts we also donated to the water committee to help villagers move water around. Each water cart can mover 220 litters at a timeBIOMASS ENERGY IN THE VILLAGESCommunity First built a total of four bio-digesters in the community of Sen Sok, where no electricity is available. Each bio-digester will turn cow dung and water into methane, which is then stored into an underground dome-shaped structure. With a daily input of 20 liters of water and 20 kilograms of cow dung, the bio-digester can provide eight hours of cooking time on a specially designed stove, in addition to 16 hours of continuous lighting with two separate lamps.COMMUNITY CENTER IN KOK YEANGCommunity First built the very first concrete structure in the village of Kok Yeang with the construction of the villages first community hall. Used by the villagers to hold meetings, and drive the democratic process forward, the center also serves as a stock room for the villages water well committee. In order to provide income for the village, the community center was built along with a community fishpond. Managed by a committee, the fishpond provides income for the village, and villagers vote on the use of proceeds (e.g. repair a road, build a bridge).

IRS990ScheduleO/GeneralExplanation/Explanation0In 2011 CFI made these details public upon request only, but this information is now publically available on the organization's website.
IRS990ScheduleO/GeneralExplanation/Explanation1The Committee on Executive Compensation gathered data from reports made available from a consulting firm and from independent searches of 990s on Guidestar. It was determined that we were paying our only officer at the 25 percentile for organizations whose budget averaged about 150% of that of Community First Initiatives. This data was presented to and approved by the Board at its January 2011 meeting with no changes occurring in 2012.
IRS990ScheduleO/GeneralExplanation/Explanation2Each officer, director, trustee, or key employee was sent the conflict of interest policy and a form to sign that they had read the policy and were in conformance with the policy. We are a small organization with a small Board and budget. Except for our Executive Director, we do not pay any of our board members nor do we reimburse them for any personal expenses related to their serving on the Board. Since all of our programs are carried out in Cambodia, our Executive Director oversees all aspects of that operation. Further oversight comes from regular visits by the Chair of the Board.
IRS990ScheduleO/GeneralExplanation/Explanation3The 990 is distributed to all Board members and reviewed by our Treasurer, Victoria Warren, who approves it and signs it. Other members are invited to contact Ms. Warren with any questions, concerns, corrections, etc. before singing the 990.

IRS990ScheduleO/GeneralExplanation/Explanation5CFI fostered the creation of Safe Haven until it was strong enough to become an independent 501(c)(3), which it did in mid 2012 and is still providing services to severely handicapped children in rural Cambodia.
