| IRS990ScheduleI/SupplementalInformationDetail/ExplanationTxt | 0 | The full board created the Subcommittee for Application review about 7 - 9 years ago. There are 4 members of the full board: Frank Maffei - Attorney, Janet Longo - Land Acquisition Specialist for Suffolk County, Donna Brown - Registered Nurse and myself. We meet 6 times per year, approximately every 2 months. Having reviewed nearly 1,000 applications in that time, we have become somewhat expert in evaluating conditions. When an application is received, we will ask for specific follow up information if not supplied with the application itself. This usually includes the child's medical examination record and the parents referral summary. We will also ask pertinent questions at the same time to help us make a better evaluation. This would include things such as severity of symptoms, mobility issues or future surgical needs. This is important as, for example, the seriousness of all congenital heart defects varies greatly. Where a child is on the spectrum for something like cerebral palsy or spina bifida is important to know. We review all applications received prior to our meeting date. The review process takes in a wide amount of criteria, starting with the seriousness of the childs condition. If, for example, adoption is the means by which a particular orphan will receive life-saving surgery, that application would go to the top of the list. Here, again, all conditions in different circumstances are not always equal. For example, an application for a down syndrome child in China might very well deserve a grant but that child will stay in an orphanage until adopted. A down syndrome child in Bulgaria would be looking at being put into an adult mental institution at age 7 or 8. Life and death concerns obviously get priority. While there isn't one set of criteria, I think you could break down the three main categories as 1) Condition of the child, 2) Conditions in the country of origin, 3) Financial need of adopting parents. Other factors would include things such as the number of children being adopted or the number of children already adopted. Lastly, we look at the desirability of the child (for lack of a better phrase) being adopted. If it's a child that has a very low chance of being adopted such as J.R. who was born without arms or legs, we awarded a grant. If a child is about to age out of the orphanage/adoption program (usually around age 13-14), this can be a positive determining factor especially if it is a country where that child's prospects are grim, like a life in the sex trade. I know this was probably a lot more than you needed or wanted but it is not an easy or simple process which is why we created the subcommittee in the first place. That being said, at this point in our level of experience and expertise, we are usually unanimous 90% of the time when we meet and vote on each application. Our system is that any application that gets 4 out of 4 votes gets a grant. Anyone that gets 0 out of 4 votes is closed. Split votes are discussed and those voting yes explain their decisions as do those voting no. We then either decide to award a grant, close the file or table it for the next subcommittee meeting. |
