The 990 is reviewed by mike knilans cpa, one of the directors. He then reports to the other directors. One of the directors signs the return after all understand it and believe it to be complete.

All "interested persons" are covered by the policy. The board of directors or a committee of the board shall determine whether a conflict of interest exists without the participation or vote of the affected person. If a conflict of interest is determined to be present, the board of directors or a committee of the board shall address the conflict of interest without the participation or vote of the affected person. Interested persons are required to disclose any actual or possible conflict of interest before any transaction or arrangement is entered into. Annual compliance statements are required. In addition, the board will periodically review all transactions and arrangements for compliance with policies, reasonableness, whether they further the foundations's charitable purpose and whether any transaction resulted in private inurement or impermissable private benefit.

THIS WAS ACCOMPLISHED IN ACCORDANCE WITH THE PURPOSE AND GOVERNING DOCUMENTS OF THE FOUNDATION. THE GRANT IS REPORTED ON 990, PART I, LINE 13 AND PART IX, COLUMN A, LINE 1 AND THE SUPPORTING SCHEDULES. THEREFORE, THERE WERE NO ASSETS REMAINING IN THE FOUNDATION AT THE TIME THE BOARD DISSOLVED THE FOUNDATION AND CEASED ALL OPERATIONS. SCHEDULE N, PART I, LINE 2 - THE BISHOP AND THE TREASURER OF THE SOS-ELCA WERE MEMBERS OF THE BOARD OF THE FOUNDATION PRIOR TO THE DISSOLUTION. THE STATUS OF THESE TWO INDIVIDUALS DID NOT CHANGE AT THE SOS-ELCA SUBSEQUENT TO THE DISSOLUTION OF THE FOUNDATION. NEITHER INDIVIDUAL BENEFITTED FINANCIALLY, OR IN ANY OTHER MANNER, FROM THE DISSOLUTION OF THE FOUNDATION. THEREFORE, THE RESPONSES PROVIDED TO ALL QUESTIONS IN PART II ARE "NO".
