RECOGNIZING THAT SURVIVORS REQUIRE LONG-TERM CARE TO HEAL AND REBUILD, CASC EXPANDED ITS PROGRAMS TO PROVIDE A RANGE OF SERVICES, INCLUDING PSYCHOLOGICAL, SOCIAL AND LEGAL SUPPORT.WITH THE GOAL OF ELIMINATING ACID VIOLENCE IN CAMBODIA, CASC BEGAN ADVOCATING FOR LEGAL REFORM FOR HARSHER PENALTIES, AND CALLING FOR THE STRICTER REGULATION OF ACID. CASC HAS BEEN INSTRUMENTAL IN REDUCING THE INCIDENCE OF ACID ATTACKS BY BEING A MAJOR REFERRAL FORCE TO THE MEDIA BY PROVIDING UPDATES ON VICTIMS, STATISTICS OF ATTACKS, AND GENERAL COMMENTARY. OUTRAGE AND SOCIETAL PRESSURES LED TO THE PASSAGE OF THE ACID LAW CRIMINALIZING AND PENALIZING PERPETRATORS OF ATTACKS IN 2012, AND TO THE PASSAGE OF THE REGULATIONS GOVERNING THE SALE AND USE OF CONCENTRATED ACID IN 2013. SUCH LEGISLATION HAS RESULTED IN THE NUMBER OF ATTACKS TO DROP IN CAMBODIA FROM 36 SURVIVORS IN 2010, TO 4 IN 2014.AS A CONSEQUENCE OF THESE RESULTS, CASC REDUCED THE SCOPE OF ITS ACTIVITIES AND CONSEQUENT BUDGET IN 2015, BUT REMAINS CAPABLE OF SCALING UP RAPIDLY SHOULD THE NUMBER OF ATTACKS INCREASE IN THE EVENT LEGISLATION IS NOT SUPPORTED BY IMPLEMENTATION OF THE LAWS. CASC CONTINUES TO PROVIDE FREE SURGICAL CARE TO ACID BURN SURVIVORS THROUGH A RELATED NON-PROFIT, CHILDENS SURGICAL CENTRE (CSC). THE ESTABLISHMENT OF AN ACID COMMITTEE REPRESENTS AN ACKNOWLEDGMENT BY THE RCG THAT ACID VIOLENCE IS A NATIONAL ISSUE THAT REQUIRES A NATIONAL RESPONSE. CASC CONSIDERS THE GOVERNMENTS ACKNOWLEDGEMENT OF ACID VIOLENCE AS A NATIONAL ISSUE TO BE A POSITIVE STEP IN THE RIGHT DIRECTION; HOWEVER WE ALSO ACKNOWLEDGE THAT THIS IS ONLY THE FIRST STEP IN THE PROCESS TOWARDS ACHIEVING LEGAL REFORM. SINCE THE ANNOUNCEMENT OF THE ESTABLISHMENT OF THE ACID COMMITTEE CASC HAS MET WITH MEMBERS OF THE CAMBODIAN MINISTRY OF INTERIOR (SPECIAL INVESTMENTS DEPARTMENT)TO DISCUSS ACID VIOLENCE, INFORM THEM OF STATISTICAL INFORMATION, AND PROVIDE A GREATER UNDERSTANDING OF THE ISSUE ITSELF. THE PURPOSE OF THIS WAS TO HELP THE MOI UNDERSTAND THE ISSUE OF ACID VIOLENCE SO THAT THEY CAN DEVELOP THE APPROPRIATE LEGISLATION. IN ORDER TO MAKE A VALUABLE CONTRIBUTION TO THE DEVELOPMENT OF THIS LEGISLATION (AND IN RESPONSE TO INFORMAL REQUESTS FOR RECOMMENDATIONS) MR. CHARLES PATTERSON AND MR. RUPERT ABBOTT FROM THE CAMBODIAN CENTRE FOR HUMAN RIGHTS (CCHR) WERE ENLISTED TO CREATE A STUDY OF ACID VIOLENCE IN CAMBODIA AND PROVIDE RECOMMENDATIONS FOR THE DEVELOPMENT OF ACID LEGISLATION. THIS REPORT ENTITLED BREAKING THE SILENCE: ADDRESSING ACID VIOLENCE IN CAMBODIA, COMPARED EXISTING LEGISLATION IN OTHER COUNTRIES AND DEVELOPED RECOMMENDATIONS FOR A CAMBODIAN ALTERNATIVE. THE BREAKING THE SILENCE: ADDRESSING ACID VIOLENCE IN CAMBODIA REPORT WAS PRESENTED TO THE ACID COMMITTEE ON THE 24TH OF MAY 2010. THE ACID LAW WAS APPROVED BY THE COUNCIL OF MINISTERS IN AUGUST OF 2011, AND SUCCESFULLY PASSED THROUGH THE NATIONAL ASSEMBLY IN NOVEMBER OF 2011. ON THE 21ST OF DECEMBER 2011 THE ACID LAW WAS RATIFIED BY THE KING OF CAMBODIA, AND WAS LATER PUBLISHED IN THE 'ROYAL GAZETTE' ON THE 31ST OF DECEMBER 2011. IN 2012, CASC EXPANDED THE LEGAL ACTIVITIES IN PURSUIT OF JUSTICE FOR THE SURVIVORS OF ACID BURNS. TWO LEGAL CASES RESULTED IN SUCCESSFUL CONVICTIONS OF THE PERPETRATORS. |
