“Expanding access to North Carolinas K-12 private school scholarship program, moving the program from an income-based qualifier to a tier scholarship program. Increases the states yearly appropriation to $415M in 2025, with annual increases of $15M per year through 2033. The State may continue to contract with a nonprofit to provide outreach and assistance to families as they navigate the scholarship process. Eliminate limits on charter funding by eliminating July ADM estimates to DPI. County commissions may now appropriate capital funds to charter schools. Allows a military family enrollment preference in admission lotteries. Prohibit school districts from discriminating against charter school students seeking admission to district special programs. Allow charter schools to admit out-of-state students. Increased an institutional trust fund of up to $10M to award scholarships in any fiscal year for students deemed on the ESA+ waitlist.”
