Form 990, Part VI, Section B, Line 12C

The organization's conflict of interest policy covers any director, principal officer, or member of a committee with governing board delegated powers. In connection with any actual or possible conflict of interest, an interested person must disclose the existence of the financial interest and be given the opportunity to disclose all material facts to the directors and members of committees considering the proposed transaction or arrangement. After disclosure of the financial interest and all material facts, and after any discussion with the interested person, he/she shall leave the governing board or committee meeting while the determination of a conflict of interest is discussed and voted upon. The remaining board or committee members shall decide if a conflict of interest exists. The minutes of the meeting shall contain the names of the persons who disclosed a possible conflict of interest, the nature of the potential conflict, any action taken to determine whether a conflict of interest was present, and the board's or committee's decision as to whether a conflict of interest in fact existed. The minutes shall also document the names of the persons who were present for discussions and votes relating to the transaction or arrangement, the content of the discussion, including any alternatives to the proposed transaction or arrangement, and a record of any votes taken in connection with the proceedings. All employees providing professional services are strictly prohibited from establishing a private individual/professional contract, directly or indirectly, to provide professional services of a similar nature to those services provided by pcda, to any child, family, community professional, or agency, while employed at pcda upon hire, all employees are required to disclose the executive director any existing private service he/she provides to a child, family, professional, or agency.

Pcda utilizes a formal mechanism to review the salary of the executive director. An annual review is conducted by a committee of the board, in conjunction with the performance review. A survey of salaries of comparable positions is part of the review. A written report is generated, discussed and approved by the board. Compensation scales for all employees are reviewed by the finance committee annually in october. Comparability data is utilized to determine pay rates. Salaries of other officers and key employees are in accordance with these compensation scales by independent persons. The final determinations are documented in the minutes of the meeting. This process occurs annually for both the executive director and other employees.

Financial Statement Notes

PART V, LINE 4:

The purpose of the endowment is to accumulate funds and create a 'corpus' that can earn interest to generate revenue for pcda operating and program expenses in the future.

PART X, LINE 2:

Pcda is qualified under section 501(c)(3) of the internal revenue code and is not classified as a private foundation. Nonprofit organizations are not generally liable for taxes on income; therefore, no provision is made for such taxes in the financial statements. The accounting standard on accounting for uncertainty in income taxes provides guidance on how uncertain tax positions should be recognized, measured, presented and disclosed in the financial statements. Examples of tax positions include the tax-exempt status of pcda and various positions related to the potential sources of unrelated business taxable income (ubit). Pcda believes that it has no uncertain tax positions that impact its financial statements.

SPEECH AND LANGUAGE THERAPY IS PROVIDED IN PLAY-BASED AND SEMI STRUCTURED ACTIVITIES IN THE CLINIC SETTING. APPROXIMATELY 143 CHILDREN RECEIVED SPEECH AND LANGUAGE THERAPY SERVICES DURING THE YEAR. PCDA SERVICES ARE UNIQUE IN THAT PARENTS ARE ALWAYS ACTIVELY INCLUDED IN ALL THERAPY SESSIONS AND THE USE OF DEVELOPMENTAL, PLAY-BASED METHODOLOGIES. SPEECH AND LANGUAGE PATHOLOGISTS AT PCDA SPECIALIZE IN AAC- ALTERNATIVE AND AUGMENTATIVE COMMUNICATION SYSTEMS FOR CHILDREN WHO ARE UNABLE TO USE VERBAL COMMUNICATION. SPEECH AND LANGUAGE THERAPISTS PROVIDE TRAINING THROUGH PRESENTATIONS FOR PCDA STAFF, IN THE COMMUNITY, AND FOR PROFESSIONALS IN CONFERENCES ACROSS THE UNITED STATES. LONG TERM GOALS OF THE SPEECH AND LANGUAGE PROGRAM ARE TO PROVIDE SERVICES IN MULTIPLE LANGUAGES, (CURRENTLY OFFERED IN MANDARIN) AND TO PARTICIPATE IN RESEARCH AND PUBLICATIONS AS LEADERS IN THE FIELD ADVOCATING FOR DEVELOPMENTAL-RELATIONSHIP BASED APPROACHES TO TREATMENT.

OCCUPATIONAL THERAPY IS PROVIDED THROUGH SEMI-STRUCTURED ACTIVITIES IN A THERAPY GYM. IN ADDITION, THERAPY IS PROVIDED IN SCHOOL DISTRICT SETTINGS, CLINIC OR CLASSROOM, WHEN CHALLENGES IMPACT A CHILD'S ABILITY TO PARTICIPATE IN A SCHOOL PROGRAM. PCDA'S OCCUPATIONAL THERAPY PROGRAM SPECIALIZES IN ADDRESSING THE SENSORY-REGULATORY COMPONENTS OF A CHILD'S FUNCTIONAL ABILITIES. APPROXIMATELY 156 CHILDREN RECEIVED OCCUPATIONAL THERAPY SERVICES DURING THE YEAR. IN ADDITION, WHENEVER POSSIBLE, PCDA INVOLVES PARENTS IN THE THERAPY PROGRAM FOR THEIR CHILD. THE OT PROGRAM AT PCDA ALSO PROVIDES TRAINING TO OT STUDENTS AND INTERNS FROM GRADUATE PROGRAMS ACROSS THE UNITED STATES, AND PROVIDES TRAINING AND CONFERENCES FOR TEACHERS AND PROFESSIONALS WHO ARE INTERESTED IN LEARNING ABOUT A DEVELOPMENTAL RELATIONSHIP BASED APPROACH TO TREATMENT, INCLUDING ADDRESSING SENSORY BASED BEHAVIORAL CHALLENGES AND FEEDING CHALLENGES.
