Additional Explanations

FORM 990, PART I, LINE 1, DESCRIPTION OF ORGANIZATION:

Children's education and enrichment. College scholarships and academic enhancement.

Financial Statement Notes

PART X, LINE 2:

The foundation is exempt from federal income taxes under section 501(c)(3) of the internal revenue code. Accordingly, there is no provision or liability for federal income taxes in the accompanying financial statements. However, the foundation is subject to income tax on net income that is derived from business activities that are unrelated to their exempt purposes. The foundation has determined that is not subject to any unrelated business income taxes for the year ended december 31, 2022. The foundation is also exempt for state sales and franchise taxes. The foundation is not classified as a private foundation. The foundation regularly assesses uncertain tax positions in each of the tax jurisdictions in which it has operations and accounts for the related financial statement implications. Uncertain tax benefits are reported using the two step approach under which tax effects of a position are recognized only if it is "more-likelythan-not" to be sustained and the amount of the tax benefit recognized is equal to the largest tax benefit that is greater than fifty percent likely of being realized upon ultimate settlement of the tax position. Management believes there is no uncertain tax position at december 31, 2022. Determining the appropriate level of unrecognized tax benefits requires the foundation to exercise judgment regarding the uncertain application of tax law. The amount of unrecognized tax benefits is adjusted when information becomes available or when an event occurs indicating a change is appropriate. Future changes in unrecognized tax benefits requirements could have a material impact on the results of operations. The foundation is generally no longer subject to tax examinations relating to u.s. Federal tax returns for three years from the date of filing.

IRS990ScheduleA/Form990ScheduleAPartVIGrp/ExplanationTxt0THE VICKERY MEADOW YOUTH DEVELOPMENT FOUNDATION, ESTABLISHED IN 2007, AIMS TO TRANSFORM VICKERY MEADOW INTO A VIBRANT COMMUNITY BY ENHANCING CHILDREN'S EDUCATION AND ENRICHMENT. TO ACHIEVE THIS MISSION, THE BOARD APPROVED THE CONSTRUCTION OF A DEDICATED SPACE FOR THE ORGANIZATION TO CONTINUE ITS WORK OVER THE PAST DECADE. INITIALLY, THE CONSTRUCTION COSTS WERE BASED ON PRE-COVID-19 ESTIMATES. THE PROJECT BEGAN IN LATE 2020, BUT THE PANDEMIC CAUSED SIGNIFICANT DELAYS DUE TO PERMITTING AND INSPECTION ISSUES, AS WELL AS INCREASED MATERIAL COSTS. THESE CHALLENGES PUSHED EXPENSES BEYOND THE ORIGINAL ESTIMATES AND LOAN GUARANTEES. TO ENSURE THE PROJECT'S COMPLETION, AN ADDITIONAL $2,913,132 WAS DONATED BY QUALIFYING LARGE DONORS AS AN UNUSUAL GRANT TO COMPLETE THE CONSTRUCTION, WHICH NEGATIVELY IMPACTED THE PUBLIC SUPPORT CALCULATION. THE DELAY IN CONSTRUCTION ALSO POSTPONED THE FACILITY'S OPERATIONS, LIMITING THE AVAILABILITY OF PROGRAMS AND OPPORTUNITIES TO INCREASE PUBLIC SUPPORT. HOWEVER, ONCE THE FACILITY OPENED, PROGRAMS RESUMED, AND COMMUNITY PARTNERS WERE INVITED IN. A CONCERTED EFFORT HAS BEEN UNDERTAKEN BY THE BOARD AND THE ORGANIZATION TO ADD NEW BOARD MEMBERS REPRESENTING THE COMMUNITY SERVED AND HIRE PERSONNEL DEDICATED TO FUNDRAISING AND INCREASING PUBLIC SUPPORT AND DIVERSIFICATION OF FUNDS. ADDITIONALLY, THE BUILDING IS UTILIZED FOR COMMUNITY-WIDE PROGRAMMING AND INITIATIVES, MANY OF WHICH INCLUDE CITY DEPARTMENTS, COUNCIL MEMBERS, AND OTHER CITY INITIATIVES.

IRS990ScheduleD/SupplementalInformationDetail/ExplanationTxt0THE FOUNDATION IS EXEMPT FROM FEDERAL INCOME TAXES UNDER SECTION 501(C)(3) OF THE INTERNAL REVENUE CODE.
