Governance Explanations

Form 990, Part VI, Section A, Line 1

The executive committee shall be vested with the powers permitted by the board of directors consistent with the following: composition: the executive board / committee shall consist of the officers of the foundation, including the chair, vice chair, secretary and treasurer. Meetings: the executive committee shall meet at least two (2) times per year, exclusive of the meetings of the board of directors. Terms: members of the executive committee shall serve for a term of two (2) year(s), consistent with the nominations for service as officers of the corporation. Members may serve as many terms as desired, at the discretion of the majority of the board of directors. The executive committee may meet at the will of the chair to make decisions in between meetings of the full board.

The form 990 is prepared by the organization's public accounting firm based on data supplied by the organization. Once a review is performed by management of the organization, the form 990 is presented to the board of directors for their final review and approval.

Form 990, Part VI, Section B, Line 12C

Each year at its annual meeting, the organization's conflict of interest policy covering staff members, board members is reviewed and revised as revisions are considered necessary. Annually the entire staff and board members are required to review, sign and submit a conflict of interest form. Following full disclosure of a possible conflict, the board of directors shall determine whether a conflict of interest exists and, if so the board shall vote to authorize or reject the transaction or take any other actions deemed necessary to address the conflict and protect the barbara bush foundation's best interest.

Form 990, Part VI, Section B, Line 15

On a biannual basis, the executive board of directors reviews the 990 salary schedules of similar organizations. Combined with an analysis of a not-for-profit salary guide, a salary range is approved for the ceo and staff. The chairman of the board performs an annual review of the ceo and may award a bonus. The process is documented in the executive board meeting minutes, and in the annual performance review of the ceo. The salary ranges for staff were reviewed by the full board at the june 2016 board meeting. The nonprofit times, nonprofit organizations salary and benefits report analysis of nonprofit information was used to set ranges for all personnel. Both the executive board and full board of directors review the data and approve the ranges.

The barbara bush foundation for family literacy, inc. Is a public charity. Mrs. Barbara bush is the founder of the barbara bush foundation. The bush family is proud to support literacy through their volunteer efforts. Dorothy bush-koch is honorary chair and is a volunteer member of the board of directors. Dorothy's sister-in-law, tricia reilly-koch is also a volunteer member of the board of directors, and a founding member of the maryland family literacy efforts. Other bush family members who lend their name and valuable time as volunteers, particularly to support celebration of reading events, include: president george w. Bush, jeb bush, jeb bush, jr., amanda bush, george p. Bush, columba bush, laura bush, president george h.w. Bush, maria bush, neil bush, marvin and margaret bush, jenna bush-hager, sam leblond, ellie sosa and gigi koch.

Board of directors approved for fy 2015 that all fundraising expenses will be paid from the investment portfolio, which is made of interest and dividends from the investment portfolio. This decision was made so that donors would be aware that their gifts are being used for program costs, with a portion for administrative overhead. The board feels it is important that donors know they are investing in programs and advocacy efforts that expand services to increase literacy.

OVERALL, ADULT LEARNERS DEMONSTRATED AN AVERAGE OF 1.2 GRADE LEVEL INCREASE IN LITERACY SKILLS OVER THE 9-MONTH PROGRAM, GAINING MORE THAN A YEAR'S WORTH OF LEARNING IN LESS THAN A YEAR'S TIME. AT THE START OF THE PROGRAM, 54% OF THE CHILDREN SCORED IN THE LOWEST QUARTILE IN LITERACY; THIS WAS REDUCED BY 32% OVER THE COURSE OF THE YEAR. APPROXIMATELY 3,100 BABY JOURNALS WERE DISTRIBUTED TO FAMILIES TO HELP PARENTS PROVIDE OPTIMAL EARLY LEARNING EXPERIENCES FOR THEIR YOUNG CHILDREN.

IN RESPONSE, WE HAVE LAUNCHED THE WORLD'S FIRST EVER ADULT LITERACY XPRIZE, WHICH WILL AWARD $7 MILLION IN PRIZES TO WINNING APPLICATIONS IN THE FIGHT AGAINST LOW LITERACY. PRESENTED BY US WITH DOLLAR GENERAL FOUNDATION, THIS CHALLENGE IS ENGAGING 109 TEAMS FROM 15 COUNTRIES TO CREATE MOBILE LEARNING APPS DESIGNED TO HELP LOW-LITERACY ADULTS MOVE TO THE BASIC LITERACY LEVEL IN JUST ONE YEAR. THE COMPETITION IS SCHEDULED TO BEGIN IN 2017 IN CITIES ACROSS AMERICA. IN ADDITION TO SEEDING THE GLOBAL MARKETPLACE WITH SOLUTIONS THAT WORK, THE CHALLENGE IS ALSO BRINGING AWARENESS ABOUT LOW LITERACY, AND THE COMMITMENT NEEDED TO SOLVE THE PROBLEM.
