FORM 990, PART III, LINE 1:

Whether they are emerging or established, mainstream or underground, grassroots, or institutional, gbca believes in unifying and strengthening all members of the creative community. Gbca occupies a unique place in the regional arts ecosystem as a service organization that is able to advocate in forums where others cannot, make connections between groups and individuals within the arts community, provide resources for equity and inclusion in the workplace, and serve as an aggregator of information and resources. Through its core programsbaker artists portfolios and awards, culture fly, and jobsplus, and urban arts leadership (ual)gbca provides marketing, education, financial support, and innovative programs that increase equity and inclusion in the arts and culture community and beyond. Following a nine-month planning process, gbca approved a 2020-2025 strategic plan, just days before the pandemic was declared. Even with this dramatic disruption, the strategic plan has proven to be compelling, actionable, and relevant. Gbca made immediate shifts during 2020 and 2021 to support the arts sector throughout covid and recuperation, while continuing to focus on initiatives that look positively to the future. It is long proven that the arts are critical to quality of life and have the dynamism to literally change, improve, and grow lives. The arts foster creativity, empathy, and beauty while strengthening communities socially, educationally, and economicallybenefits that will help the arts sector flourish as greater baltimore recovers from the pandemic's impacts. Vision artists, and arts, cultural and humanities organizations are valued: *as essential contributors to the social fabric and human spirit of baltimore; *for their contributions to equitable education, economy, and opportunity; *as problem-solving partners to government and business; and * for both their inherent worth and their power to create change. Values: *equity, inclusion, access, and justice can be advanced in, and through, arts and culture. *the sector is stronger together and can take collective action. *the dignity of a broad, complex spectrum of human creative expression must be recognized and respected. *the history, evolution, resilience, and aesthetics of baltimore provide a context for and inform the allocation of gbca's resources.

Financial Statement Notes

PART X, LINE 2:

Gbca is a nonprofit organization that is exempt from income taxes under section 501(c)(3) of the internal revenue code. The provisions included in accounting principles generally accepted in the united states of america provide consistent guidance for the accounting for uncertainty in income taxes recognized in an entity's financial statements and prescribe a threshold of "more likely than not" for recognition of tax positions taken or expected to be taken in a tax return. Gbca performed an evaluation of uncertain tax positions as of december 31, 2022, and determined that there were no matters that would require recognition in the financial statements or which may have any effect on its tax-exempt status. As of december 31, 2022, the statute of limitations for fiscal years 2019 through 2022, remains open with the u.s. Federal jurisdiction or the various states and local jurisdictions in which gbca files tax returns. It is gbca's policy to recognize interest and/or penalties related to uncertain tax positions, if any, in income tax expense.

HAVING DEEP EXPERIENCE IN DEVELOPING AND OPERATING UAL, GBCA IS UNIQUELY POSITIONED TO RESPOND TO THE CURRENT ECONOMIC AND SOCIAL UPHEAVALS EXACERBATED BY THE COVID 19 PANDEMIC AND RACIAL INJUSTICE. WORKING TO ADDRESS SYSTEMIC BARRIERS TO EQUITY IN THE CULTURAL WORKFORCE, THE PROGRAM ALSO FOCUSES ON TOOLS AND TRAINING FOR PARTICIPATING HOST CULTURAL ORGANIZATIONS AIMED AT STRENGTHENING THEIR ABILITY TO SUCCESSFULLY RECRUIT, HIRE, AND RETAIN A MORE DIVERSE WORKFORCE. GBCA RECEIVED RENEWED SUPPORT FROM THE NATIONAL ENDOWMENT FOR THE ARTS TO DEEPEN THE WORK OF THE UAL THROUGH ITS GROUNDBREAKING FIELD SCHOOL. SKILLS DEVELOPED BY FELLOWS THROUGH THE FIELD SCHOOL ARE REPLICABLE AND CARRIED WITH EACH INTO THEIR RESPECTIVE PLACEMENTS AND THROUGHOUT THEIR CAREERS. PARTNERS FOR THIS INITIATIVE INCLUDE THE LIBRARY OF CONGRESS AND THE SMITHSONIAN INSTITUTE FOLKLIFE CENTER. IMPORTANTLY, OVER THE PAST TEN YEARS UAL ALUMNI HAVE LAUNCHED EXCITING CAREERS AND ARE PUTTING THEIR COMMITMENT TO JUSTICE AND THEIR TRAINING TO WORK.
