Combat economic community deterioration and promote, facilitate, and assist in providing community and economic development in northwest pennsylvania.
The corporation shall combat economic community deterioration and shall promote, facilitate and assist in pennstlvania (erie, crawford, mercer, lawrence, venango, clarion, forest, and warren counties), which slall include operating a program of financial assistance in the form of low-cost, long-term loans to or the purchase of equity interests in various for-profit business enterprises in economically depressed areas; instructing and training underprivileged individuals for the purpose of improving or devloping their capabilities for economic self-sufficiency; fostering economic opportunities for underprivileged persons; and assisting communities with the development of infrastructure to support economic development which will lessen the burden of government.
