The mission of carlisle fire rescue services is to provide our community with the highest quality of protection against man-made and natural disasters, and protect the quality of life of all thoes we serve. We will respond safely and quickly with trained, skilled, and compassionate members and using the best available equipment, neutralize and mitigate any situation of those in need. We will continue agressive planning and response preparation, and will strive to prevent the need for our emergency services through education and community interaction. Our services shall be delivered by a dedicated family of volunteer members committed to exceeding the needs and expectations of those we serve. Our priority is the preservation of life and protection of property. We will treat our members, our employees and our community with dignity, compassion, respect and discretion at all times.

The by-laws were amended july 22, 2020. Section 5.05 number 1b was amended to reduce the number of points per month from 9 to 3 for members from the following categories: fundraising,training, community outreach, or administrative time required to achieve active senior member status. Section 15.02 was amended to add that the deputy chief and assistant chief shall be consulted when the fire chief selects captains and lieutenants.

Empire friendship firefighters' association owns collections of the former empire hook and ladder company no. 43 and friendship fire co. No. 5 memorabilla and antique fire equipment. These collections are maintained in a museum located at the empire friendship firefighters' association fire station. The collections are not recognized as assets on the statement of assets, liabilities, and net assets. Contributed collection items are not recognized as revenue in the statements of revenue, expenditures, and changes in net assets - modified cash basis.
