Mission and Program Overview

Mission

To promote the health and welfare of spinal cord dysfunctional veterans through programs; legislative, advocacy, research and sports and recreation. All mission elements are designed to reinforce one another. For example, members who wish to have the chapter underwrite expenses for recreational activities must attend at least half othe the membership meetings, at which members can learn the latest information to help them in their health, or to air concerns that the chapter or others can help them with.

All mission elements are designed to reinforce one another. For example, the chapter's health and recreation "point system" awards points for members who engage in graduated levels of activity, enabling them to qualify for chapter support for more activity. Members who become more active may become interested in other areas of the chapter's mission, such as advocacy, which gets them more broadly involved in the operation of their own organization.

Governance Explanations

Form 990, Page 6, Part VI, Line 6

Voting member - any american citizen shall be eligible for membership in the corporation who was regularly enlisted, inducted, or commissioned, and who was accepted for, or was on, active duty in the army, navy, marine corps, air force or coast guard of the united states or its allies. Service with the armed forces must have been terminated by discharge or separation from service under conditions other than dishonorable. Membership shall be limited to such persons that have suffered spinal cord injuries or diseases whether service connected or nonservice connected in origin. Persons otherwise eligible for membership who are on active duty or who must continue to serve after the cessation of hostilities are also eligible for membership. Associate member - any individual may become an associate member with the consent of the board of directors.

Form 990, Page 6, Part VI, Line 7A

The board of directors is elected by the membership. It shall be the duty of the nominating committee, chaired by the membership coordinator, to ensure a proper election process. Elections shall be held through a mail ballot. Each voting member will be sent a ballot via first-class mail during the first full week of july each year. Ballots received by the corporation by august 1 of each year will be tabulated and results of the balloting will be reported at the annual meeting of the corporation.

Volunteers provide a variety of services to the organization including adminstrative functions, visit veterans in hospitals, veteran liaisons at the va medical centers and nursing homes, assist with the organization of the organization's events, meetings and programs. Some volunteers are members and some are not members of the organization. Volunteer members who accumulate a minumum number of volunteer hours qualify for greater participation in the organization's sports and recreation program as their physical condition may permit. Volunteer hours are reported and monitored on a monthly basis.

Public affairs: keystone pva uses staff and volunteers to: 1) organize or facilitate participation in recreational events that included hunting, fishing, bowling, track and field, archery, air rifle training and competition, quad rugby, nine ball and weightlifting. 2) organize or facilitate attendance at special events with social interaction such as the chapter's annual banquet, veterans day parade and presentations, recognition programs, informational exhibits, and contact with public officials. 3) advocacy for the rights and care of patients with spinal cord dysfunction, for mobility, accessibility, and other rights covered by the americans with disabiltiies act. Keystone, a chapter of paralyzed veterans of america, produces monthly reports from its representatives who visit patients and clinics in five va hospitals, which help shape the national pva's relationship with the va on behalf of paralyzed veterans. This input helps shape the independent budget (ib), an annual document produced by pva, the veterans of foreign wars, and disabled american veterans. The ib is our recommendation for the va's annual health care budget; the majority of the ib's authors are from pva.

Management is not aware of matters relating to uncertain tax positions. Management is not aware of matters that present uncertainty to the chapter relative to income taxes; however, were such matters to arise, they would be evaluated in accordance with existing accounting principles and accruals and disclosures would be made as required.

KEYSTONE, A CHAPTER OF PARALYZED VETERANS OF AMERICA, PRODUCES MONTHLY REPORTS FROM ITS REPRESENTATIVES WHO VISIT PATIENTS AND CLINICS IN FIVE VA HOSPITALS, WHICH HELP SHAPE THE NATIONAL PVA'S RELATIONSHIP WITH THE VA ON BEHALF OF PARALYZED VETERANS. THIS INPUT HELPS SHAPE THE INDEPENDENT BUDGET (IB), AN ANNUAL DOCUMENT PRODUCED BY PVA, THE VETERANS OF FOREIGN WARS, AND DISABLED AMERICAN VETERANS. THE IB IS OUR RECOMMENDATION FOR THE VA'S ANNUAL HEALTH CARE BUDGET; THE MAJORITY OF THE IB'S AUTHORS ARE FROM PVA.
