The audit and finance committee reviewed the completed 990 and present the completed report with recommendations to the board.

An ethical conduct policy is part of the north central personnel policies and employees handbook that states all employees, officers and directors must disclose in writing to the chairman of the board any possible conflicts of interest or interested transactions. All employees are required to sign a statement that states they have read and understand what is disclosed in the manual, any offense of which could result in disciplinary action. The executive director monitors compliance with the policy - verifying that signed statements are submitted.

The executive director compensation is determined by the board. Periodically, surveys are compiled to re-evaluate the salary scale levels to make sure they are comparable to similar positions in the region, all positions when vacated and/or created go through a review process to determine the correct level of compensation based on the current salary scale. Any changes to the current scale have to be approved by the north central board of directors. Review and approval is documented in the board minutes.

FORM 990, PART VI, LINE 1:

The executive committee is composed of one county commissioner and one industry member from each represented county on the full board and the appointed officers. An additional officer may be appointed by the board and will serve as secretary-treasurer. All of the executive committee members are members of the full board. The executive committee shall have and exercise the authority of the board of directors in the management of the business of the commission and shall have power in general to do all things in and about the control and management of the business, property and affairs of the commission.

PART X, LINE 2:

The commission is a not-for-profit corporation as defined in section 501(c)(3) of the internal revenue code and is exempt from federal income taxes. The commission accounts for uncertainty in income taxes using a recognition threshold of more-likely-than-not to be sustained upon examination by the appropriate taxing authority. Measurement of the tax uncertainty occurs if the recognition threshold is met. Management determined there were no tax uncertainties that met the recognition threshold in 2014 and 2013. The commission's federal income tax returns for the years subsequent to june 30, 2011 remain subject to examination by the internal revenue service.

SERVICES ARE PROVIDED FROM NUMEROUS ON-STOPS ("CAREERLINK") THROUGHOUT THE REGION. IN FY 2013-2014, NORTH CENTRAL'S WORKFORCE DEVELOPMENT OPERATIONS PROVIDED ASSISTANCE TO 144 ADULT, 251 DISLOCATED WORKER, 1,196 YOUTH, AND 116 E.A.R.N. (WELFARE) CUSTOMERS. ENTERPRISE DEVELOPMENT - NORTH CENTRAL'S BUSINESS ASSISTANCE OPERATION PROVIDES OPPORTUNITIES FOR ECONOMIC GROWTH BY WAY OF DIRECT ASSISTANCE IN INCREASING MARKET SHARE, LOW INTEREST LOANS, ACCESS TO COMMERCIAL AND INDUSTRIAL SPACE AND ACCESS TO EMERGING TECHNOLOGIES. IN FY 2013-2014, NORTH CENTRAL'S BUSINESS ASSISTANCE OPERATION HELPED CREATE AND RETAIN 682 JOBS. (575 RETAINED, 107 CREATED) TRANSPORTATION PLANNING - THE NORTH CENTRAL RURAL TRANSPORTATION PLANNING ORGANIZATION ("RPO") GUIDES THE TRANSPORTATION PLANNING AND PROGRAMMING PROCESS FOR THE REGION. THE RPO APPROVES THE DEVELOPMENT AND IMPLEMENTATION OF HIGHWAYS, TRANSIT AND OTHER TRANSPORTATION FACILITIES AND SERVICES. IN FY 2013-2014, NORTH CENTRAL RPO AWARDED 36 PROJECTS WITH TOTAL PROJECT DOLLARS OF $65 MILLION.
