After the annual audit has been finalized, a preliminary draft of the form 990 is prepared and provided to the board. The form is then reviewed by the board and the organization's ceo. Once the board determines that the form is complete and accurate, the form is finalized and signed by the ceo prior to filing with the internal revenue service.

Enforcement of conflicts policy, employees and board members are required annually to complete and sign a confilct of interest statement or when there is a change in a staff or board member's status regarding conflict of interest.

Conpensation process for top offical ceo compensation is based on an employment agreement with the executive director that was originally dated july 1, 2003, and extended july 1, 2008 through june 30, 2013. The ceo's annual salary is increased 4% as of the first day of each following year of the agreement which begins july 1. In addition, the ceo will receive a bonus equal to 1% of of his annual salary for the prior year and be eligible for an additional bonus of up to 4% of his annual salary based on net asset growth and net cash growth, not including cash from incurring additional debt. Financial Statement Notes

PART X, LINE 2:

Fccaa is exempt from federal income taxes under section 501(c)(3) of the internal revenue code and applicable state law. Fccaa is not classified as a private foundation. The accounting standard on accounting for uncertainty in income taxes addresses the determination of whether tax benefits claimed or expected to be claimed on a tax return should be recorded in the financial statements. Under that guidance, the organization may recognize the tax benefit from an uncertain tax position only if it is more likely than not that the tax position will be sustained on examination by taxing authorities based on the technical merits of the position. Examples of tax positions include the tax-exempt status of the organization and various positions related to the potential sources of unrelated business taxable income (ubti). Tax benefits would be recognized in the financial statements from such a position and be measured based on the largest benefit that has a greater than 50 percent likelihood of being realized upon ultimate settlement. There were no unrecognized tax benefits identified or recorded as liabilities for the year ended june 30, 2018. The organization files form 990 in the u.s. Federal jurisdiction. The organization is generally no longer subject to examination by the internal revenue service for years before 2014.
