Provide a diverse and affordable program of quality diagnostic, rehabilitative, and supportive services designed to meet the unique challenges of children and adults who are deaf and hard of hearing, or have other communication needs and to serve as an information and referral source for these populations and the general public. Our vision is to be caring professionals serving people with excellence, dignity, and trust.

Form 990, Part VI, Section B, Line 12

To ensure hds operates in a manner consistent with charitable purposes and does not engage in activities that could jeopardize its tax-exempt status, periodic reviews shall be conducted. The periodic reviews shall, at a minimum, include the following subjects: a. Whether compensation arrangements and benefits are reasonable, based on competent survey information, and the result of arm's length bargaining. B. Whether partnerships, joint ventures, and arrangements with management organizations conform to hds written policies, are properly recorded, reflect reasonable investment or payments for goods and services, further charitable purposes and do not result in inurement, impermissible private benefit or in an excess benefit transaction.

Form 990, Part VI, Section B, Line 15A

The personnel committee is responsible for determining the president's compensation. Annually the president receives a performance evaluation by the personnel committee. The salaries of similar non-profit organizations are compared to the salary of the president. The executive committee approves the proposed salary in a closed meeting. The full board of directors then approves the salary and benefits in a regular meeting.

Financial Statement Notes

PART V, LINE 4:

The agency's endowment was established to provide greater financial stability to (1) improve existing programs, (2) initiate new or special programs, and (3) provide emergency reserve funds.

PART X, LINE 2:

The agency is tax-exempt under section 501(c)(3) of the united states internal revenue code as other than a private foundation. Accordingly, no provision for income taxes has been provided in the financial statements. The agency annually files a form 990, and the form 990 is subject to examination by the internal revenue service generally for three years after it is filed. Management has determined that the agency has no uncertain tax positions.

WE PROVIDE MANY OF THESE SERVICES AT REDUCED COST, AND OFTEN FOR NO COST. WE PROVIDE INTERPRETING IN ASL, SIGNED ENGLISH, ORAL TRANSLITERATION, PIDGIN AND SPOKEN LANGUAGE (LEP) TO MEET THE VARYING NEEDS OF OUR CONSUMERS. OUR INTERPRETERS CONVEY THE PURPOSE, THOUGHT, AND SPIRIT OF THE MESSAGE IN THE PERSON'S PREFERRED LANGUAGE TO BRIDGE THE COMMUNICATION BARRIER. OUR INTERPRETERS FOLLOW THE CODE OF PROFESSIONAL CONDUCT AS SET FORTH BY THE NATIONAL ASSOCIATION OF THE DEAF AND THE REGISTRY OF INTERPRETERS FOR THE DEAF AND MAINTAIN STRICT CONFIDENTIALITY TO ENSURE THE HIGHEST STANDARDS OF PROFESSIONALISM AND TRUST.

THROUGH THE PROGRAM, YOUTH CAN PARTICIPATE IN A VARIETY OF RECREATIONAL AND CULTURAL ACTIVITIES. THE DYP ATTEMPTS TO BREAK DOWN COMMUNICATION BARRIERS BY OFFERING AMERICAN SIGN LANGUAGE CLASSES TO FAMILIES AND FRIENDS OF DEAF, DEAF-BLIND, OR HARD OF HEARING YOUTH.
