Rams is a comprehensive mental health agency that is committed to advocating for and providing community-based, culturally competent, and consumer-guided services, with an emphasis on serving asian & pacific islander americans. Founded in san francisco's richmond district in 1974, rams offers comprehensive services that aim to meet the behavioral health, social, vocational, and educational needs of the diverse community of the san francisco area with special focus on the asian & pacific islander american and russian-speaking populations. From january 1, 2017 through december 31, 2017, rams served 17,000 adults, children, and families, and currently provides services in over 30 languages and dialects.

Form 990, Part VI, Section B, Line 11B

Drafts of form 990 were reviewed in depth and edited by management and the finance committee members. The chief financial officer presented the final draft to the board of directors for review and approval. The form 990 in its entirety was distributed to all board memebers before it was field.

Form 990, Part VI, Section B, Line 12C

All members on the board of directors have signed an acknowledgement of the conflict of interest policy, which requires each of them to fully disclose all actual and potential conflicts in writing upon or before apppointment and update it as appropriate. In the course of meetings or activities, the board member(s) with a conflict of interest are required to leave the discussion room and refrain from voting on the matter. For employees, the conflict of interest policy is in the personnel handbook. All new employees receive a copy of the handbook and are educated about the personnel policies in an orientation session. The handbook is reviewed, updated, and redistributed to all staff in around every two years or less.

Form 990, Part VI, Section B, Line 15

The compensation for the president and chief executive officer was evaluated and recommended by the personnel committee of the board of directors, composed of volunteers. The compensation for the chief financial officer was evaluated and recommended by the president and chief executive officer. The recommended salaries were reviewed and approved by the board of directors. The evaluator/committee and the board compared the proposed salary with the compensation of a similar position in other comparable not-for-profit organizations in the local area and with local/national salary surveys. Other factors such as the experience and performance of the officer, scope of the activities, number of employees, and budget size were also considered in the process. Documentation of the basis for decision was maintained on file.

RAMS ALSO LEADS A SUMMER PROGRAM FOR YOUTH TO FOSTER HER/HIS INTEREST IN HEALTH AND HUMAN SERVICES AS A CAREER OPTION. THE PROGRAM SERVICES ARE OFFERED AS FEE-FOR-SERVICES (PRIVATE INSURANCE OR SELF-PAY ON A SLIDING FEE SCALE).SOCIAL ENTERPRISES: IN LINE WITH THE VOCATIONAL TRAINING AND ASSESSMENT SERVICES, RAMS OPERATES SEVERAL SOCIAL ENTERPRISES INCLUDING CAFES (D.B.A. CAFE PHOENIX), A SHELTERED WORKSHOP (ASSEMBLY AND PACKAGING), AND A JANITORIAL SERVICE PROGRAM.
