Each year every employee must complete the "annual rcap, inc. Conflict of interest disclosure form and return the form to the ceo.

The ceo receives an annual increase based on comparability data, with review and approval by the board of directors for compensation. Rcap at least annually reviews staff salaries and has a created salary schedule with multiple "bands" of salary ranges depending on the position. Position salaries are vetted against competitive salary ranges for like positions in the market through review of other job postings and federal data (bls) and independent salary surveys. Salary changes are approved in writing by the ceo and cola changes to the salary schedule are reviewed and approved by the board annually.

Rural community assistance partnership, inc., (rcap), is required to assess whether it is more likely than not that a tax position will be sustained upon examination of the technical merits of the position assuming the taxing authority has full knowledge of all information. If the tax position does not meet the more likely than not recognition threshold, the benefit of that position is not recognized in the financial statements. RCAP HAS BEEN BUILDING INTERNAL CAPACITY AND NATIONAL AWARENESS TO HELP TO SUPPORT AND FACILITATE THESE ON THE GROUND PARTNERSHIPS SO THAT SMALL SYSTEMS HAVE AN ARRAY OF OPTIONS TO WORK WITH OTHER NEARBY SYSTEMS TO HELP BE MORE SUSTAINABLE AND RESILIENT.
