Mission

The pennsylvania environmental council (pec) protects and restores the natural and built environments through innovation, collaboration, education, and advocacy. Pec believes in the value of partnerships with the private sector, government, communities, and individuals to improve the quality of life for all pennsylvanians.

Since 1970, the pennsylvania environmental council (pec) has participated as a central figure in the environmental and conservation discussion in pennsylvania and we will continue to do so. Every day, pec manages challenges facing pennsylvania's water, land, and air resources whether from past activities, current practices, or potential future impacts. We are not the only environmental voice in the commonwealth, but we uniquely inform our statewide policy advocacy with on-the-ground local and regional projects. We're better at both because we do both.

Financial Statement Notes

PART V, LINE 4:

Endowment fund revenue will be calculated annually, in december, for budgetary and spending purposes for the coming year at a percentage of all endowment assets not otherwise restricted. The percentage available to be spent will be recommended to the board of directors by the president or his designate. The value of the assets against which the percentage will be levied will be the average value of all assets over the preceding three-year period, determined on a quarterly basis. The annual valuation will, therefore, be the average of twelve (12) quarterly valuations concluding with that of the quarter ending september 30 most recently preceding the date of the board meeting. It is anticipated that the spending percentage will be in the range of two (2%) percent to seven (7%) percent, as determined by the board of directors.

PART X, LINE 2:

The council is exempt from income tax under section 501(c)(3) of the internal revenue code. Pec qualifies for the charitable contribution deduction under sections 509(a)(1) and 170(b)(1)(a)(vi) as it has been classified as an organization that is not a private foundation under section 509(a)(2). In addition, powr qualifies as a type 1 supporting organization under section 509(a)(3). Income tax benefits are recognized for income tax positions taken or expected to be taken in a tax return, only when it is determined that the income tax position will more-likely-than-not be sustained upon examination by taxing authorities. The council has analyzed tax positions taken for filing with the internal revenue service and all state jurisdictions where it operates. The council believes that income tax filing positions will be sustained upon examination and does not anticipate any adjustments that would result in a material adverse effect on the council's financial condition, results of operations or cash flows. Accordingly, the council has not recorded any reserves, or related accruals for interest or penalties for uncertain income tax positions at december 31, 2024. The council's policy is to classify any income tax related interest and penalties to interest expense and other expenses, respectively. The council is subject to routine audits by taxing jurisdictions: however, there are currently no audits for any tax periods in progress.
