Where no local council exists, a person may join a nearby council to obtain membership in the state council. Membership in the south carolina state council to obtain membership in the state council shall be open to k-12 classroom teachers, college and university faculty members, curriculum designers and specialists, leaders in the various disciplines that constitute the teaching and learning of reading, parents, and all others interested in the improvement of literacy.”
