The return is reviewed by the treasurer, then presented to the finance committee. After that presentation, a summary is presented to the executive committee that includes the board officers and the committee chairs.

There is a yearly conflict of interest disclosure to be completed by all board members each january.

The organization committee reviews the president's performance each year. Board chair communicates any compensation change information to payroll. The budget process includes any raise increase budget for the organization. The budget is approved by the full board after review by the executive committee. The president reviews employees reporting to him; other employees with direct reports review employees reporting to them and have rate increases approved by the president prior to granting any increase to any employee.

FORM 990, PART XII, LINE 2C, AUDIT OVERSIGHT:

The organizations board of directors assume responsible oversight of the audit and selection of an independent accountant. The selection and review process has not changed from the previous year.

Financial Statement Notes

PART III, LINE 1A:

Exhibits and collections, which include both local historical artifacts and replica reconstructions of historical buildings, were acquired through purchases and contributions since the organizations inception, are not recognized as assets on the statements of financial condition. Purchases of collection items are recorded as decreases in unrestricted net assets in the year in which the items are acquired or as temporarily restricted net assets if the assets used to purchase the items are restricted by donors. Proceeds from deaccession or insurance recoveries are reflected in the statement of activities based on the absence or existence and nature of donor-imposed restrictions. Collection items are protected, kept unencountered, cared for and preserved.

PART III, LINE 4:

The museum's collections are comprised of 150,000 unique artifacts that document and illustrate the history of rockford, illinois from 1834 to the present. The artifacts are used in exhibits, educational programs, and to assist students and researchers from around the globe who are looking for information on rockford history.

PART V, LINE 4:

The organization has adopted investment and spending policies, approved by the board of directors, for endowment assets that attempt to provide a predictable stream of funding to programs supported by its endowment funds while also maintaining the purchasing power of those endowment assets over the long-term. Accordingly, the investment process seeks to achieve an after-cost total real rate of return, including investment income as well as capital appreciation, which exceeds the annual distribution with acceptable levels of risk. The organization established an endowment with the community foundation of northern illinois (cfnil). The principal will stay intact and the use of any income earned will be determined by the board of directors.
