The object of the association shall be to improve conditions of labor with the united states postal service, advance the methods used by rural letter carriers and promote fraternal spirit amongst its members.

Governance Explanations

Form 990, Part VI, Line 4: Description of Significant Changes to Organizational Documents

CONSTITUTION AND BYLAW CHANGES:Article IV Section 2All Local Officers shall be elected at least every three (3) years by secret ballot. Notice of the annual meeting for the purpose of election of Unit officers shall be given in writing to each member not less than 15 calendar days prior to the meeting date. The meeting must be held at least 40 days prior to the opening session of the State Convention. If no election is held these Offices shall be declared vacant by the State Board.ArticleV Section 2 Paragraph A-1PROPOSED LANGUAGE: Shall preside at all meetings of the Association and of the Executive Board; enforce all laws thereof; fill all vacancies pro-tem, caused in any way, in the Executive Board of the Association; and report same to the Convention. He/she shall sign all orders legally drawn on by the Secretary-Treasurer. He/she shall sign all papers and documents that require his/her signature to properly authenticate them. Article V Section 5 Paragraph BA MasterCard or Visa may be issued to all Officers of the Association, and other members authorized by the State Board, to be used while on official business of the Association. All card holders of the Association shall pay for all charges made on their Association credit card and will send receipts with a voucher for reimbursement monthly to the State Secretary-treasurer. If at any time a credit card holder is found to have abused the present system in any way, such as having unwarranted or unauthorized expenditures, the card holder is subject to immediate revocation of said card and for restitution of the unwarranted or unauthorized charges, at the discretion of the State Board. Article VI Section 3 Paragraph C.6. 6. All delegates must:a. Attend all business sessions of the convention, from opening gavel to closing gavel. b. Attend the Candidates Forumc. Verification of attendance will be the responsibility of the local President or the locals Delegate-at-large.d. Must remain at the convention until closing.e. Disputes to be settled by the State Board.Article VI Section 5 Paragraph New A & RenumberSection 5. Order of BusinessA The Association will hold a Candidates Forum during business session on Monday between 4PM and 5PM at each State Convention.ArticleVI Section 5 Paragraph B B. A member must be on the rolls at least forty (40) days prior to the opening session of the State Convention in order to be eligible to vote for National Delegates.Article X Section 1 Paragraph A

Form 990, Part VI, Line 6: Explanation of Classes of Members or Shareholder

Regular members include regular carriers, and PTF's that have a voting rights and pay dues in the amount of $112.00 in State Per Capita per year. Associate members pay dues in the amount of $112.00 in State Per Capita per year but do not have voting rights.Retired members include retired carriers that have voting rights and pay dues in the amount of $40.00 in State Per Capita per year.Relief members are sub-carriers that have voting rights and pay dues in the amount of $56.00 in State Per Capita per year.PTF members are part time-flex carriers that have voting rights and pay dues in the amount of $112.00 in State Per Capita per year.

It is required that members of the Association vote before any amendments are made to the Constitution.

Form 990, Part VI, Line 12C: Explanation of Monitoring and Enforcement of Conflicts

Copy of the policy is given to board member or officer, they are to read and sign the policy annually. If there is a conflict of interest, they are to notify the board as soon as it is realized. The board members will hear the issue and then vote if it is a true conflict of interest. If it is determined that there is a conflict, then that person will not be included in any decisions pertaining to the conflict of interest.

Salary changes can only be made by a board member addressing the issue at the state convention and then the local delegates voting for or against.

IRS990ScheduleO/SupplementalInformationDetail/ExplanationTxt1CONSTITUTION AND BYLAW CHANGES:Article IV Section 2All Local Officers shall be elected at least every three (3) years by secret ballot. Notice of the annual meeting for the purpose of election of Unit officers shall be given in writing to each member not less than 15 calendar days prior to the meeting date. The meeting must be held at least 40 days prior to the opening session of the State Convention. If no election is held these Offices shall be declared vacant by the State Board.ArticleV Section 2 Paragraph A-1PROPOSED LANGUAGE: Shall preside at all meetings of the Association and of the Executive Board; enforce all laws thereof; fill all vacancies pro-tem, caused in any way, in the Executive Board of the Association; and report same to the Convention. He/she shall sign all orders legally drawn on by the Secretary-Treasurer. He/she shall sign all papers and documents that require his/her signature to properly authenticate them. Article V Section 5 Paragraph BA MasterCard or Visa may be issued to all Officers of the Association, and other members authorized by the State Board, to be used while on official business of the Association. All card holders of the Association shall pay for all charges made on their Association credit card and will send receipts with a voucher for reimbursement monthly to the State Secretary-treasurer. If at any time a credit card holder is found to have abused the present system in any way, such as having unwarranted or unauthorized expenditures, the card holder is subject to immediate revocation of said card and for restitution of the unwarranted or unauthorized charges, at the discretion of the State Board. Article VI Section 3 Paragraph C.6. 6. All delegates must:a. Attend all business sessions of the convention, from opening gavel to closing gavel. b. Attend the Candidates Forumc. Verification of attendance will be the responsibility of the local President or the locals Delegate-at-large.d. Must remain at the convention until closing.e.
